Цель: раскрыть суть и преимущества применения транспортно-экономического баланса в планировании перевозок пассажиров и грузов, при предсказании изменений и трансформаций их перемещения, формировании транспортных корреспонденций, реализации проектов развития транспортной инфраструк туры, ввода в эксплуатацию подвижного состава. Методы: балансовое моделирование, анализ транспортных корреспонденций, социально-экономическое планирование и прогнозирование, оценка эффектов от реализации транспортных проектов. Результаты: раскрыты особенности модели транспортно-экономического баланса России, в которой учитываются различные параметры: социально-экономические индикаторы развития отдельных территорий, взаимосвязи между видами транспорта, построение схем смешанных (мультимодальных) перевозок. Выявлены преимущества построения модели транспортно-экономического баланса участниками пассажирских и грузовых перевозок: возможность динамического процесса оценки в реальном времени эффектов от реализации транспортных проектов; построение рангов и приоритетов разнообразных проектов и мероприятий по степени их значимости и потребного финансирования; своев ременное выявление и устранение проблем дублирования, параллельности, нерациональных схем реализации отдельных проектов; исключение нежелательных случаев неэффективной конкуренции отдельных перевозчиков и видов транспорта. Даны оценочные значения отдельных экономических эффектов от использования программной модели транспортно-экономического баланса Российской Федерации для отдельных участников перевозок.

Purpose: to reveal the essence and advantages of using the transport and economic balance model for building operational, tactical, and strategic plans for the transportation of passengers and cargo, predicting changes and transformations in their movement, forming transport correspondence, implementing projects for the development of transport infrastructure, and commissioning rolling stock. Methods: balance modeling, analysis of transport correspondence, socio-economic planning and forecasting, assessment of the effects of the implementation of transport projects. Results: the features of the country’s transport and economic balance model are revealed, which takes into account various parameters: socio-economic indicators of the development of individual territories, the relationship between modes of transport, and the formation of mixed (multimodal) transportation schemes. Identification of the advantages of building a model of transport and economic balance by participants in passenger and freight transportation: a dynamic process of real-time assessment of obtaining the values of the effects of the implementation of transport projects; ranking and prioritizing various projects and activities according to their degree of importance and required financing; timely identification and elimination of problems of duplication, parallelism, irrational schemes for the implementation of individual projects; exclusion of undesirable cases of ineffective competition of individual carriers and modes of transport. The estimated values of individual economic efects from the use of the software model of the transport and economic balance of the Russian Federation for individual transportation participants are given.

The types and values of economic effects from the use of the software package in the interests of participants — organizations of the transport industry are given.
