Technical and economic and organizational-legal bases of formation of the concept of complex use of secondary resources on a railway transportation and in transport building

A brief review of sources and system of waste management in railway transport, problems of creation and development of waste processing infrastructure was carried out. Issues of formation of organizational, legal and economic mechanism of secondary resources use within the framework of development of effective system of waste management in railway transport, industry documents of strategic planning (strategies, concepts) in the field of secondary resources use in railway transport were considered and analyzed.
