Abstract

The Southern Territorial Administration of Roszheldor was established in 2004 during the reform of the Russian Ministry of Railways. Today, its territory covers 20 constituent entities of the Russian Federation (over 700,000 km²) with four railways (14,500 km of operational length), 20 seaports, and 10 border railway checkpoints. Key subordinate enterprises are the Crimean Railway and Novorossiya Railways. The Administration is involved in infrastructure development, increasing freight and passenger traffic, and training personnel in collaboration with specialized universities (including the Russian State University of Railway Transport and the Donetsk Institute of Railway Transport). Its activities contribute to the integration of new regions and the strengthening of the railway network in southern Russia. The Administration actively collaborates with educational institutions to train railway transport personnel, collaborating with the Russian State University of Railway Transport (and its branches), the Donetsk Institute of Railway Transport, and the Debaltseve College of Transport Infrastructure. This collaboration includes the exchange of curricula and equipment, access to electronic libraries, practice-oriented training, and the digital transformation of education. This ensures the availability of personnel for the industry, taking into account the needs of the regions, and the development of the transport and logistics infrastructure of southern Russia.
