TRENDS OF MODERN EDUCATION DEVELOPMENT
In this study, using the example of the experience of participation of the Emperor Alexander I St. Petersburg State Transport University (PGUPS) in the strategic academic leadership program “Priority-2030”, the transformation of the role of a modern branch university in Industry 4.0 in the implementation of technological sovereignty of the Russian Federation is shown. The purpose of the study is to reveal the role of the “Priority-2030” program in the sustainable and balanced development of the university based on the results of participation in the program from 2021 to the present.
Materials from open Internet sources, tools of ecosystem and project approach, methods of system analysis, theory of synergetics, project management and innovation were used.
The key results of the implementation of the program for the development of PGUPS until 2030 by the end of 2022, aimed at achieving strategic academic leadership within the framework of “Priority-2030”, are presented.
The article shows that the PGUPS, acting under the development program until 2030 “Priority-2030”, builds its own system of creating and transferring knowledge into the development and manufacture of its own, maximally localized products for the domestic economy.
ORGANIZATION OF PROFESSIONAL EDUCATION AND PERSONNEL DEVELOPMENT FOR TRANSPORT
The procedure for assessing and managing occupational risks for the provision, creation and functioning of the labor protection management system is considered. The stages of risk assessment, the sequence of establishing the degree of risk are given. A map of hazard identifi cation and determination of the level of occupational risk has been formed.
The assessment of the risk level is carried out to rank them and identify the priority of measures to reduce the levels of the highest risks, control measures for less signifi cant risks, as well as methods for assessing the measures taken and monitoring their eff ectiveness. Risk assessment helps to improve the effi ciency and validity of decision-making on occupational safety management, reduce the risk of accidents and occupational diseases at a particular workplace, and also helps to increase: motivation of employees to comply with labor protection requirements; social protection of workers; personnel qualification.
Methods for assessing the level of professional risks are determined taking into account the nature of the activity and the complexity of the operations or processes performed in the organization.
The practical signifi cance for the teaching staff lies in improving the quality of the educational process, developing new approaches to professional situations and developing the creative capabilities of students, including participation in championships in the most popular professions.
TRANSPORT EDUCATION: PRACTICAL EXPERIENCE IN RUSSIA AND ABROAD
The questions of practice-oriented education in professional educational organizations are considered. The conditions and results of practice-oriented professional education are analyzed. The mechanisms of synchronization of interaction between professional educational organization and employers through the introduction of practice-oriented education are studied.
The article presents a practice-oriented model of training a specialist of the railway industry of Volgograd Technical School of Railway Transport — branch of Rostov State Transport University.
It is determined that the proposed model of practice-oriented work with students of the branch can be applied by other professional educational organizations to train specialists with moral and business qualities of personality, quickly adapting to changing working conditions, capable of original and non-standard solutions.
The monitoring of employers’ satisfaction with the quality of education conducted in 2023 shows an increase in the level of theoretical and practical training by 9 %.
83.3 % of employers during the monitoring noted the compliance of the branch graduates’ training with professional standards.
The model of practice-oriented work with students allows to synchronize the mechanisms of interaction between the educational organization and employers through the introduction of practice-oriented training, creating conditions that have a benefi cial eff ect on the quality of educational services.
LOGISTICS. TRANSPORT ECONOMICS. TRANSPORTATION PROCESS MANAGEMENT
In April 2023 LogiMAT 2023, the International Trade Show for Intralogistics Solutions and Process Management, was held in Stuttgart (Germany). The trade show was the largest international review of innovations in the fi eld of intralogistics. The exhibits presented at the show clearly demonstrated current conceptual requirements for development of logistics and transport, such as digitalization, automation and robotization. New kinds and types of lifting, transportation and storage equipment, new logistics technologies and systems, innovative control systems using the capabilities of artifi cial intelligence, machine learning, cloud technologies and other state-of-the-art achievements of science and practice were widely presented at the exhibition. The lifting and transportation equipment was represented by fl oor transport, independent mobile robots, load-hoisting and load gripping devices, the systems for sorting, packing, packaging and retrieval of cargoes, etc. The article discusses some types of lifting and transportation equipment, such as fl oor vehicles, mobile robots, load-hoisting and load gripping devices, as well as some types of related equipment.
DIGITALIZATION, INNOVATION AND MODELING OF THE DEVELOPMENT OF TRANSPORT SYSTEMS
The article considers the goals and objectives of geographic information systems (GIS). In today’s world, GIS is used in various fi elds such as geology, cartography, ecology, urban planning and transportation. GIS allows you to manage and analyze geospatial data, create maps and modeling environments. The article describes specific tasks that GIS solves, such as analysis and prediction of changes in geospace, process optimization, resource management and monitoring of changes in the environment. It also discusses new GIS technologies such as cloud computing and mobile applications that make GIS more accessible and user-friendly. The article notes that GIS are a powerful tool for making important decisions in various fi elds of science and industry.
TRANSPORT INFRASTRUCTURE: ESTABLISHMENT, OPERATION AND DEVELOPMENT
The metro in St. Petersburg, being the main mode of transport, has 72 stations, which have 303 escalators and 30 travelators of various types. Tunnel and span escalators, due to their design features, are both a machine and a structure. The service life of a part of the escalators by the beginning of 2023 exceeded the limits set by the regulatory and technical documentation.
If any components and mechanisms can be replaced during repairs of various types, the supporting metal structures, with few exceptions, continue to work in the same conditions. A clear definition of the factors infl uencing the change in the state of supporting metal structures allows us to develop qualitative methods for determining their residual life and predicting the dynamics of various processes.
This set of factors can be divided conditionally into two groups: factors related to design features and factors related to operation and environmental conditions. In conclusion, it is noted that the loads transmitted to the supporting metal structure consist of a large number of components of various origins and when assessing their impact, it is necessary to take into account the quantitative accumulation of corrosion damage.
METHODS AND TECHNOLOGY OF TRANSPORT MANAGEMENT. TECHNOSPHERIC SECURITY IN TRANSPORT
Methodological issues of pedagogical design of creative models of new programs are considered on the example of the construction of the educational program “Features of sanitary and epidemiological protection of passengers and personnel of railway transport and metro enterprises in the conditions of military threat and the spread of acute viral infection” and the program “Features of protection of metro transport infrastructure from acts of unlawful interference in the conditions of escalation of military conflicts and the emergence of epidemics”. for training and advanced training of the security forces transport security. The organizational and pedagogical conditions for the implementation of these models in educational institutions of additional professional education are described. It is shown that the creation of a creative model of a new program should be preceded by a longterm work on the selection and classifi cation of information carriers about the industry of relevant knowledge, technology and technology. The sequence of introduction to the specialty, the content component of lectures, seminars and practical classes, the volume of classroom classes and independent training are substantiated. The presented program models suggest the possibility of their subsequent expansion and deepening, as well as integrated use with existing programs. Attention is drawn to the need for early adoption of measures to restructure the educational process with a sharp aggravation of the military-political situation and in conditions of the spread of acute viral infection.
TRANSPORT HISTORY
In 2023, the branch of the Emperor Alexander I St. Petersburg State Transport University in Kaluga (Kaluga branch of PGUPS) turns 145 years old. An essay on the 145-year history of the educational institution, modern achievements are presented.
Over the years of its activity, the technical school has trained more than 20 thousand specialists for the country’s railway transport, machine-building and instrument-making enterprises, and the armed forces.
The branch has its own museum, which stores documents about the history of the educational institution, its leaders, employees, students, outstanding graduates and teachers. Museum exhibits and literature together constitute a memorable book.
At present, the tradition of succession of generations is being preserved and developed in the branch.
This year is the 145th anniversary of the oldest educational institution, founded in 1878 as a railway college in the city of Voronezh. Over the long period of its existence it has undergone several reorganisations and today it is a part of the Rostov State Transport University (RSTU). For almost one and a half hundred years, qualifi ed specialists have been educated here, contributing to the functioning and development of railway transport in Russia.
The article is based on the study of archival documents and periodicals concerning the history of the emergence and development of the branch of RSTU in Voronezh. The analysis of materials made it possible to restore the chronology of the history of the educational institution in the context of the main milestones in the development of railway transport from the second half of the 19th century to the present day. The documents obtained from state archives were systematised.
For the first time the work with archival documents was carried out to reveal the history of formation and development of educational institutions of the railway industry. The main stages of organisation of the educational institution are defined: its reorganisation in 1922 into a technical school, then into a college and fi nally into a branch of the RSTU in Voronezh. The issues of the role and signifi cance of the educational institution in the life of the city, the region and the country as a whole are considered.
The main historical epochs in the life of the educational institution are revealed: the pre-revolutionary stage of development, formation in the pre-war period, the years of The Great Patriotic War and the modern period.
The history of the creation of one of the oldest scientifi c and technical museums in the world — the Central Museum of Railway Transport, which is 210 years old — is considered.
The Central Museum of Railway Transport collection began with models made under the leadership of Augustine de Betancourt, the founder and first inspector (rector) of the Institute of the Corps of Railway Engineers, chief director of railways, and the founder of engineering in Russia. These include models of spiers used in the construction of St. Isaac’s Cathedral in St. Petersburg, the Manege in Moscow, the pontoon of a floating bridge across the Oka River in Nizhny Novgorod, etc. This is the only collection that has survived in the world to this day, reflecting the developments of an outstanding scientist.
Using the museum’s stock materials, one can trace all the main stages of the development of railway transport in Russia: from the opening in 1837 of the Tsarskoye Selo Railway, the first public railway in Russia, to the achievements of modern railway transport. Today, the Center for Railway Transport of the Russian Federation is the only state museum of the industry. The museum’s collections contain more than 70 thousand items refl ecting the history of the development of Russian railways over the entire period of their existence.
The large-scale exhibition “Gallery of the Heads of the Department of Railways for 225 Years” is dedicated to the festive date, which displays the only collection of portraits in Russia of all the heads of the Department of Transport.

SECONDARY VOCATIONAL EDUCATION: EVENTS, OPINIONS, MESSAGES
This article deals with the involvement of employers in improving the educational process and active participation in the training of qualified mid-level specialists. All this solves the problem of the isolation of knowledge that graduates receive from practical actions, manifested in the inability to handle modern technological equipment, in psychological unpreparedness for the realities of hard working days, to the management of subordinates, to the norms of behavior. Effective interaction between an educational organization and an employer is one of the topical issues of modern vocational education, which implies integrated actions of the parties interested in this fact. The article notes the need for interaction between the educational organization of secondary professional education and enterprises to improve the eff ective training of graduates, functioning in market conditions. The main mechanisms for organizing a social partnership system as a condition for improving the quality of professional education are presented on the example of an educational organization, the Chita College of Railway Transport of ZABIZHT IrGUPS. The partnership was considered in the field of career guidance and targeted training through new formats of career guidance and a system of long-term personnel planning, in the field of implementing the modernization of the material and technical equipment of the educational and laboratory base through innovative training complexes and branded zones, in the field of educational work and research activities, through creation of an optimal socializing environment and participation in competitive, championship movements.
