Leadership is a factor in increasing the efficiency and development of organizations in any sphere of the economy. The programs for the development of cross-professional skills are listed. Railway transport is widely supported by the development of leadership competencies of specialists. Main directions of the Quality Management System of Russian Railways are given. Discusses the possibilities of leadership development and universal leadership qualities. They are can be acquired in the learning process. In the article written opinion of employers that institutions of professional and higher education are positioned not only as sources of knowledge, but also as sources of formation of leadership potential and such qualities of students as purposefulness, adequacy, flexibility of thinking, responsibility. Concludes that it is necessary to form the leadership potential of students. The development of railway transport is impossible without interaction of educational institutions and the real sector. Discusses opinion that high-quality professional training and leadership qualities will create high motivation among graduates. ORGANIZATION OF PROFESSIONAL EDUCATION AND PERSONNEL DEVELOPMENT FOR TRANSPORT
TRANSPORT EDUCATION: PRACTICAL EXPERIENCE IN RUSSIA AND ABROAD
Traffic safety culture, recently this definition is very often heard at conference calls of heads of services. What does this concept imply, how is it interconnected with safety management and why do these areas of work relate to the main tasks of the Russian Railways holding in the field of traffic safety and operation of railway transport? The article discusses the causes of traffic safety violations, which are associated with the influence of the human factor, violation of labor discipline, and improper performance of official duties.
The main objective of the study is to find approaches to raising the level of safety culture among railway workers.
Most often, when solving a certain task, it is necessary to go beyond it and consider issues that at fi rst glance do not relate to the essence of the problem, but the more you delve into the study, you come to conclusions that show the connection between themselves sometimes in the most unexpected and unpredictable way. How to improve the traffic safety culture among the company’s employees? Is it possible to correct employees whose professional experience has been assessed not for one year, but for decades? Is it possible to change the thinking of an employee whose professional experience has been assessed not for one year, but for decades? In my opinion, an employee who has been violating for many years will no longer be able to perform his job duties properly. This is a “professional” defect that cannot be corrected, because most often it was taught this way during an internship in production. Most cases could have been avoided because minor violations combined with certain factors are fatal.
The purpose of this study is to study the sustainability of the personnel management system in the Russian Railways company by analyzing its personnel policy, as well as determining the impact of communication in the team and professional skills on the quality of management decisions.
Based on the method of statistical observation of quantitative indicators of the personnel structure of the staff, the following indicators were determined: a change in the percentage of age groups, a change in the percentage of age groups and the level of education of employees. Based on the above indicators, it is possible to track the dynamics of the quality level of personnel management and its impact on the internal personnel processes of the company, and it is also possible to identify the relationship between professional competencies and communications on decisions made by employees. To achieve these goals, a study of generational guidelines, communication in the team, in particular between the immediate supervisor and a specialist, the impact of innovative approaches to training on improving the professional skills of employees, improving the quality of work and relationships in the team was conducted. We will consider various innovative teaching methods such as advanced training courses, retraining, distance learning system and their impact on the professional development of employees. It will also analyze how innovative approaches to learning contribute to the formation of a positive work environment and improve communication in the team. As a result of the research, it will be revealed which specific innovative methods can be most effective in achieving the goals of the organization. The optimal way of developing professional skills and competencies of employees, which can improve the quality of work, is also proposed. The choice of this topic is due to the inherent importance of human capital in the context of achieving the company’s strategic goals. In today’s business world, where competition is becoming more and more acute, the key factor for success is the quality of staff and their professional level. The introduction of innovative approaches in personnel management and building corporate culture is a necessary step to ensure competitiveness and successfully overcome the challenges of the modern market.
LOGISTICS. TRANSPORT ECONOMICS. TRANSPORTATION PROCESS MANAGEMENT
The purpose of the study is to establish criteria for classifying freight forwarders. SWOT and ABC analysis methods were used. Problem areas of the Russian transport services market were identified and a classification option for freight forwarders was developed.
A restraining factor in the development of any operator company in the Russian market is low trust on the part of customers. Often, in order to attract a large number of customers, firms take on obligations for which they do not have the necessary resources. The creation of a normative classifier of freight forwarders will solve this problem. Thus, customers will receive better information about the services, and operators will be forced to improve the quality of services by increasing the level of customer focus and integrating innovative technologies. Based on the results of the study, an analysis of the transport services market was conducted and a classification option for freight forwarders by levels was proposed, which will allow the state to collect statistical information on the current state of affairs and form a further development strategy on its basis. This work can be used to develop the transport strategy of the Russian Federation.
The practical significance of the study is an option for amending the current legislation in order to increase the level of interaction between customers and freight forwarding companies.
The study is devoted to the economic evaluation of the Nairobi – Mombasa Standard Gauge Railway Project in Kenya.
The cost-benefit analysis method was used to evaluate this project, the purpose of which is to find the net social benefit by subtracting all the project costs from the total social benefits.
Among the various cost analysis methods, the corridor analysis method was used, as well as the empirical method, which included mathematical calculation, analysis and comparison of information from different modes of transport operating between the two cities of Nairobi and Mombasa, obtained from different secondary sources in order to obtain the social present value. There is a social benefit of $ 75 million and thus the project was worth the investment. The analysis of the Nairobi – Mombasa Standard Gauge Railway Project will help reduce the negative reaction that the Kenyan government has faced from local residents for its huge investment in this project, proving that the project is economically beneficial and will have a positive impact on the social welfare of the residents.
An analysis of freight transport statistics over the past 10 years shows sensitivity to political influences from almost all modes of transport to one degree or another, including rail. At the same time, the participation of rail transport in the total volume of freight traffic in recent years can be estimated at 17–18 %. In recent years, there has been a trend towards an increase in the railway transportation sector in the total volume of freight. In order to ensure the technological sovereignty of the Russian Federation, it is necessary to take a number of technical, organizational and managerial decisions to offset the negative consequences. The development of domestic logistics potential involves the development of international transport corridors that will connect the macroeconomic regions of the north, south, east and west. This will certainly have an impact on the global economy as a whole. Therefore, the main task is to develop effective interaction between participants in transport processes both on related modes of transport, as well as the largest representatives of the operator and logistics business, cargo-forming enterprises. In this regard, the current situation has been analyzed using a tool to identify competitive advantages in the domestic market and in conditions of global competition.
DIGITALIZATION, INNOVATION AND MODELING OF THE DEVELOPMENT OF TRANSPORT SYSTEMS
The influence of the fourth industrial revolution, known as Industry 4.0, on modern industrial production and social life is analyzed. The main advantages of Industry 4.0 are presented, such as increasing productivity and occupational safety, developing new products and materials, as well as increasing the competitiveness of products. Special attention is paid to additive technologies and their role in modern engineering within the framework of the Industry 4.0 concept. The methods of additive technologies, their classification by materials and production methods, as well as their various applications in various industries are described in detail. An example of the successful use of additive technologies is presented on the example of JSC Uralvagonzavod Scientific and Production Corporation, where molds and rods for casting parts with high speed and quality are created using 3D printers. The project of introducing 3D printers into the service depots of the directorate of motor car rolling stock of JSC Russian Railways is considered, with an emphasis on the economic and temporary benefits from the use of additive technologies. The concept of introducing additive technologies in the maintenance and repair of rolling stock involves the creation of support depots on the railway network of JSC Russian Railways. In conclusion, the importance of training highly qualified specialists in the field of additive technologies and the need to develop educational programs to train future employees capable of solving complex tasks of creating and applying new industrial technologies is presented. Special attention is paid to synergetic approaches in education to combine learning with scientific activity and the creation of innovative technological solutions.
METHODS AND TECHNOLOGY OF TRANSPORT MANAGEMENT. TECHNOSPHERIC SECURITY IN TRANSPORT
The purpose of the study is to analyze and develop natural and natural-anthropogenic measures for adapting transport infrastructure to climate change.
The analysis was based on national and international regulations, best practices in the development and implementation of technical, organizational, natural and natural-anthropogenic measures for adapting transport infrastructure facilities to a changing climate. Although technical adaptation measures can be seen as the basis for ensuring safety against climate risks, the adoption of complementary or alternative nature-based measures will allow effective adaptation to be achieved more cost-effectively based on sustainable and long-term solutions. In some cases, technical adaptation measures are clearly determined, which largely deprives decision makers of flexibility when choosing a set of measures for a specific territory. Thus, hybrid solutions combining natural and technical measures can provide an optimal level of safety, taking into account the environmental impact, the area required to accommodate adaptation means, and the magnitude of costs.
Current engineering adaptation measures used at transport infrastructure facilities have been identified. With the exception of a number of procedural changes to current practice, most current measures are technical solutions. It has been established that complementing technical and organizational measures with natural and natural-human adaptation measures has the potential not only to provide ecosystem services that could increase biodiversity and ecological connectivity, but also to ensure the resilience of transport infrastructure to climate change. The widespread use of these adaptation measures will make it possible to position railway transport as a reliable, sustainable and environmentally friendly mode of transport.

TRANSPORT HISTORY
The article covers the history of the construction of the Baikal-Amur Mainline (BAM) from the 1930s to the present day. It reveals details of the organization and conditions of work during construction, including prison labor, labor shortages, and food problems. Particular attention is paid to the analysis of the formation of a new society based on communist ideology during the construction of the BAM, as well as the impact of the project on the development of the economy and social sphere of the region. The main idea of the article is that the construction of the BAM was not only an important economic project, but also had a deep socio-cultural and political context, exerting a significant influence on the formation of a new social environment and values in society. The construction of the BAM is presented as an international people’s construction project that united more than 70 nationalities, which is extremely important in the history of Russia. The article also touches on the prospective development of the project, mentioning modernization and the future third stage of the BAM construction.
The construction of the eastern section of the Baikal-Amur (BAM) by the USSR railway troops is described. The note gives a short, but informative idea of the construction of the eastern section of BAM. The scale of the project, the complexity of the conditions, the heroism and dedication of the builders are emphasized.
SECONDARY VOCATIONAL EDUCATION: EVENTS, OPINIONS, MESSAGES
In 2024 Krasnoyarsk Rail Transport Institute — branch of Irkutsk State Transport University turns 130 years. The history of its establishment is connected with the rapid development of railway transport in Russia and the construction of a new railway in Siberia. The article presents an outline of the 130-year history formation and development of the oldest educational institution, founded in 1894 as the First Siberian Technical Railway School. The main stages of the university’s formation are determined, achievements in the professional training of specialists in the railway industry, its contribution to the socio-economic development of the country are considered.
In 2024, the Chelyabinsk Institute of Railway — branch of Ural State University of Railway Transport celebrates its 80th anniversary. The article examines the main stages in the history of the educational organization, starting with the creation of the Chelyabinsk Railway College in 1944 to the present day. The eighty-year history covers several generations of teachers and staff, 76 graduations of students, and is full of many events and highlights. The article presents the main historical milestones and the most important events in the development of the educational organization, which are inextricably linked with the development of the railways of our country. The history of the creation of the Chelyabinsk Institute of Railway Transport combines the histories of several educational organizations, whose traditions and achievements are an inseparable part of the common history. Promising areas of development of the university are shown, related to the introduction of digital technologies both in the work of railway transport and in the organization of work on the training of highly qualifi ed personnel for the transport industry.
The Svobodnenskoye Medical School, a division of the Amur Institute of Railway Transport, has a rich history, this year marks the 80th anniversary of its foundation. Analyzing and studying the past, summarizing, and identifying achievements contribute to building a course for the future. Currently, 270 full-time students and 47 part-time students study at the college. Consistently high indicators of the quality of education have been achieved: every year more than 90 % defend their thesis with “good” and “excellent”, employment in medical organizations is 90 %. The training is conducted in promising and in-demand areas of training: nursing, obstetrics, general medicine, preventive dentistry and orthopedic dentistry. The school has passed the procedure of independent assessment of the quality of educational activities.
In 2024, the Ukhta College of Railway Transport — branch of Emperor Alexander I St. Petersburg State Transport University turns 80 years old. An informational article about the 80-year history of the technical school and modern achievements is presented. In the Ukhta College of Railway Transport — branch of Emperor Alexander I St. Petersburg State Transport University there is a museum of the history of the creation, formation and development of the technical school; the branch preserves and develops the traditions of generational continuity. Over the years of its activity, the Ukhta College of Railway Transport — branch of Emperor Alexander I St. Petersburg State Transport University has become a “forge” of mid-level personnel for JSC Russian Railways and the Komi Republic, graduating more than 14 thousand specialists. Currently, 600 students are studying full-time and part-time at the technical school, and consistently high rates
of employment of graduates have been achieved.
In accordance with the instructions of the Ministry of Railways dated June 11, 1969 and the order of the head of the Volga Railway dated June 16, 1969, the Rtishchevsky Railway Transport College with full-time education was organized at the Rtishchevo station.
Likhovskoy Technical School of Railway Transport was opened on September 1, 1994. For more than a quarter of a century of history, the educational institution has experienced a lot, but has never changed its purpose: the educational institution has always trained and continues to train qualified workers and mid-level specialists for the railway. In 2024, Likhovsky College of Railway Transport — branch of Rostov State Transport University celebrates its anniversary, the technical school turns 30 years old. Over these years, the educational institution has trained 4,259 mid-level specialists who have managed to find themselves in life, who successfully work at the enterprises of JSC Russian Railways. In many ways, it depends on the teachers whether a graduate of LiTZhT will succeed as an individual, and how his future will develop. The laws of market relations determine the need to train such specialists who are able to skillfully apply the acquired knowledge to solve emerging problems, and quickly adapt to life conditions, think critically, make the necessary generalizations and conclusions, be able to work in a team and independently.

At the invitation of JSC "ZARUBEZH-EXPO" Training and Methodological Center for Education railway transport June 19–21, 2024 took part in the tenth anniversary International industrial exhibition "EXPO-EURASIA KAZAKHSTAN 2024" and Almaty business forum.
