The thematic focus envisages a wide range of issues that arise at the junction of the organization of continuing professional education and the training of qualified mid-level personnel and engineering and technical workers for rail and road transport. Publish the results of scientific research, methodological developments, actual analytical material of teachers and specialists of higher and secondary educational institutions of land transport, as well as related industries, academic and applied institutes.
Current issue
The article discusses the activities of the Siberian Territorial Administration of Roszheldor and its role in the management of railway transport. The main attention is paid to the issues of opening and closing railway crossings.
In 2009, an order was issued defining the procedure for opening and closing railway crossings. Roszheldor participates in this process, giving an opinion on the possibility of opening or closing the crossing.
In September 2018, changes were made to the procedure, and the responsibility for recording information about railway crossings was added to the functions of Roszheldor. Infrastructure owners are required to submit level crossing cards to Roszheldor within 30 days after opening, closing, or changing information about the crossing.
Since 2023, the territorial departments of Roszheldor have been working on updating and filling in the information resource on railway crossings. However, experts are faced with the lack of receipt of the necessary information from organizations that own railway crossings. Requests are currently being sent to these organizations to obtain information.

TRENDS OF MODERN EDUCATION DEVELOPMENT
The problem of involving the employer, in particular, healthcare enterprises OJSC Russian Railways, in improving the training of medical workers through the participation of specialized specialists in the educational process of the medical college has been updated. Summarizing the results of scientific research and analysis of regulatory requirements on the part of the Russian Railways transport holding allowed us to put forward arguments regarding the topic under study.
The features of education in medical colleges subordinate to Roszheldor are formulated as a component of the transport educational system when influencing the training of personnel from the medical enterprises of JSC Russian Railways, a key employer. These features are: extraterritoriality of training, employer interest in the quality of training of specialists, which is determined by the regulatory documents of JSC Russian Railways regarding personnel training, and resource support provided. Methods for assessing the quality of education of medical specialists with the participation of the employer are named. An example of a survey questionnaire for an employer is presented.
Aspects of improving the quality of education of industry-specific medical specialists are substantiated through determining the form of interaction between the employer and medical colleges: providing practice places and selecting the most successful students into the reserve, the participation of practicing workers in the implementation of educational programs and adapting the content of programs to the formation of sought-after professional competencies in students. Areas of employer involvement in improving the quality of the content and organization of the educational process are identified.
The essence of implementing an acmeological approach in professional education has been considered, the components of acmeological orientation of students’ personality have been analyzed, and indicators for assessing its formation have been studied.
The article presents a system of principles, methods, and techniques for solving acmeological problems and tasks of professional training for the railway industry, using the example of the Volgograd Technical School of Railway Transport — branch of the Rostov State University of Railway Communications.
It has been determined that the proposed system can be applied by other professional educational organizations to enhance students’ professional motivation.
According to surveys conducted in 2022–2024 among students in their 2nd to 4th year of study, it was revealed that the motivational characteristics of students increase from year to year during the learning process under the influence of the specifics of their educational and professional activities, indicating a positive formation of their acmeological position.
The use of the acmeological approach to professional training allows creating conditions in the educational organization that contribute to producing graduates who, upon completion of their studies, are aware of their professional goals and values; are focused on professional self-development; and have formed professional motivation, a creative approach to future work.
ORGANIZATION OF PROFESSIONAL EDUCATION AND PERSONNEL DEVELOPMENT FOR TRANSPORT
The factors influencing the increase in the prestige of a teacher in secondary vocational education are studied. The changes occurring in the educational sphere and their impact on the public perception of the role of a teacher are noted. Various aspects of increasing the prestige of a teacher, such as professional development, social skills, and personal qualities are considered. The importance of increasing the prestige of blue-collar jobs as a necessary condition for increasing the prestige of a secondary vocational education teacher is revealed. The aspects of the relevance of pedagogical work are touched upon, ways of adapting the educational process in the context of digitalization of education are presented, various options for involving students in the educational process and ways of motivating them to educational, thinking, and scientific activities are proposed. The value of the classical model of teaching and the role of a teacher are highlighted.
TRANSPORT EDUCATION: PRACTICAL EXPERIENCE IN RUSSIA AND ABROAD
The article considers the current issue of ensuring the professional orientation of the general education discipline “Chemistry” when studying under the secondary vocational education program based on the synchronization of subject, meta-subject and personal results of mastering the discipline with general and professional competencies of the specialty 02.23.06 “Technical operation of railway rolling stock”.
The proposed methodology for teaching the general education discipline “Chemistry”, taking into account the professional orientation of the basic educational program of secondary vocational education, includes the structuring and selection of professionally oriented course content and the use of modern, effective ways of its implementation. The purposeful use of active learning methods (case technologies, game technologies, solving problems with practice-oriented content, developing interdisciplinary individual projects) is proposed.
An analysis of the results of a study conducted at the Volgograd Technical School of Railway Transport — branch of Rostov State Transport University in the 2023–2024 academic year showed that in the process of teaching the general education discipline “Chemistry”, taking into account the professional orientation of the main educational program of the vocational school, the level of motivation of students to study the course of general education discipline increases significantly.
It can be concluded that the described approach to teaching contributes to improving the quality of mastering the content of a general education discipline and becomes a condition for the formation of a base of professional competencies.
LOGISTICS. TRANSPORT ECONOMICS. TRANSPORTATION PROCESS MANAGEMENT
The main data on creation and implementation of new systems for control and safety of trains on foreign railways as of 2024 are given. Special attention is paid to the European Train Control System (ETCS) and its phased implementation. Difficulties in introducing the system are discussed. The European ERTMS system has been set up in Europe to manage train traffic on the railways and its implementation has been slow. Digitalization data are given based on the example of German railways. A number of projects and systems related to digitalization, infrastructure development, cyber security and automatic train control are highlighted.
This article describes an approach to the essence and features of the functioning of the integrated transport and logistics system (ILTS) of a megalopolis. Based on a brief literature review, logistical principles are formulated that involve the use of passenger contact schedules for planning and organizing logistics chains of passenger traffic. The concept of passenger transportation development in the ILTS of a megalopolis proposed in this study complements the field of logistics transport systems research with a scientific and methodological apparatus for rational planning, organization, control and analysis of coordinated work of modes of transport in a megalopolis to ensure population mobility. The concept is based on the basic principles of the theory of transport systems and transport (passenger) logistics, and includes several main directions (approaches), as well as a set of logistics principles and involves the use of passenger contact schedules for planning and organizing logistics chains of passenger traffic in the ILTS of a megalopolis. The criteria apparatus and features of the passenger contact schedule are described. The purpose is to propose a concept for the functioning of an integrated transport and logistics system of a megacity. The methods used in the research are: systemic, synergetic, logistic, analytical. The use of a contact schedule for passenger traffic is proposed, which will make it possible to effectively organize and plan logistics chains of passenger flows in megacities. The results of the study can be used in optimizing the systems of transport and logistics services for the population in large cities of the country, in integrating various types of transport in transit hubs, as well as in developing a strategy for the development of passenger transport systems in megacities.
DIGITALIZATION, INNOVATION AND MODELING OF THE DEVELOPMENT OF TRANSPORT SYSTEMS
The article presents original algorithms for digitizing resource distribution processes in complex passenger transport systems (PTS). The study aims to develop a universal digital model capable of adapting to conditions where key system parameters are derived from generalized relationships, and their parameterization remains incomplete. The proposed structure of the resource distribution (RD) system accounts for PTS dynamics, including uncertainties related to demand fluctuations, infrastructure constraints, and variability in operational scenarios. The RD-system model is adaptable to three typical research cases inherent to PTS. Each case is implemented through a unified methodological approach: forming morphological matrices for scenario selection based on evaluative functionals. These matrices integrate efficiency criteria, such as minimizing time and resource costs, enabling context-specific management adjustments. The algorithms utilize real-time data on system metrics — passenger flow, transport load, and resource availability — ensuring accuracy and relevance in calculations. A mandatory requirement for the RD-system is its three-tier hierarchical structure. At the first level, three indicator subsystems are defined, each divided into three strata (basic, derived, and integrated metrics). For example, the “Operational Efficiency” subsystem includes strata for transport travel time, route frequency, and passenger satisfaction levels. This structure allows for task decomposition, synchronization of heterogeneous data, and the generation of comprehensive solutions. The developed algorithms and RD-system structure can be integrated into intelligent transport management platforms, enhancing the flexibility and resilience of PTS under uncertainty. The results are particularly relevant for cities with high passenger flow dynamics and limited resources.
TRANSPORT INFRASTRUCTURE: ESTABLISHMENT, OPERATION AND DEVELOPMENT
This article examines the role of LED lighting in improving the energy efficiency of railway infrastructure facilities. The issues of the introduction of LED technologies, which contribute not only to reducing energy consumption, but also to improving working conditions and safety on the railway, were touched upon.
The article partially covers the state of lighting at railway facilities, and highlights the high operating costs of traditional lighting systems such as incandescent lamps and fluorescent light sources.
The advantages of LED lighting are analyzed, including a longer service life, lower energy consumption and high reliability. Using the example of a station with traditional lighting, the economic benefits obtained from the transition to modern lighting technologies are calculated.
The environmental aspects of LED lighting with environmental impacts have been studied in comparison with traditional light sources, as a result of which it has been revealed that LEDs are the preferred choice not only from an economic point of view, but also from the point of view of sustainable development and environmental protection.
Thus, it has been determined that LED lighting is an integral part of the strategy for improving energy efficiency in railway infrastructure, allowing not only to reduce costs, but also to improve overall operating conditions.
METHODS AND TECHNOLOGY OF TRANSPORT MANAGEMENT. TECHNOSPHERIC SECURITY IN TRANSPORT
Poorly executed processes for the development and coordination of methods for placing and securing cargoes lead to commercial malfunctions, uncoupling of cars en route, failures of technical means, and transport accidents. Therefore, the task of eliminating risks in the development and coordination of loading methods remains urgent. Today, the risk management system based on the data available in information systems is practically not used in these processes.
Currently, any person can develop ways to place and secure cargo without any restrictions. Due to the different experience and knowledge of different developers, the quality level of the loading schemes developed and submitted for approval differs significantly. To categorize the developers of loading schemes in relation to the risks created, a methodology for determining the risk profile of developers of methods for placing and securing cargoes is presented.
As the main indicators for assessing the risk profile, it is proposed to use the number of returns of loading schemes when approving for revision and the nature of such returns. The technology of calculating the integral indicator of the quality of developing a method for placing and securing cargo is determined. Calculated values of risk profiles and indicators determining the quality of coordination of methods of cargo placement and fastening are formalized. A mechanism for risk categorization of loading scheme developers is proposed for effective and targeted measures to minimize risks from poor-quality methods of cargo placement and fastening.
This article examines the structure and purpose of the environmental management system, as well as its ability to ensure compliance with the requirements of the Environmental, Social, Governance concept. The trend is that in the context of the global transition to sustainable development, ESG is becoming the main guideline for socially responsible investors. The companies realized that adherence to the criteria of the ESG concept makes it possible to reduce environmental risks, while demonstrating social responsibility has a positive effect on customer loyalty and strengthens its market position. Due to the increasing popularity of the ESG concept, as well as the low popularity of the environmental management system in society, the purpose of this work is to consider the environmental management system using the example of manufacturing industries. The emphasis is placed on the fact that currently this system is the most effective tool for ensuring compliance with the requirements of the environmental aspect of the ESG concept. The paper considers in detail the theoretical and legislative foundations of the environmental management system, including the issues of interaction between various departments within the framework of the main business process and the environmental management system, as well as the distribution of responsibilities between them.
TRANSPORT HISTORY
The article is devoted to the life and work of the famous Soviet railwayman, head of the largest Northern Railway I.M. Maslyuk (1904–1986). He devoted more than 60 years of his life to railway transport. I’ve come a long way from being a telegraph operator to being a road boss. During the Great Patriotic War, he led the Vspolye station, through which hundreds of military echelons passed to the front, as well as evacuated Leningraders. The Northern Railway, under the leadership of I.M. Maslyuk, initiated the introduction of many modern methods of railway transport operation. I.M. Maslyuk was awarded the title Hero of Socialist Labor, he was awarded 4 Orders of Lenin and other awards. I.M. Maslyuk devoted the last years of his life to transport education, passing on his knowledge to young railway workers.

SECONDARY VOCATIONAL EDUCATION: EVENTS, OPINIONS, MESSAGES
The publication is dedicated to the celebration of the 95th anniversary of the Omsk College of Railway Transport, a structural division of secondary vocational education of the Federal State Budgetary Educational Institution of Higher Education, Omsk State University of Railway Transport. Its history is reflected in the affairs of the staf and students of the college. The college began its work in the difficult years of the formation of Soviet power, during the first five-year plan.
Currently, training is provided in six main railway specialties. About 350 young specialists graduate from the college every year. Graduates work on railways along the entire length of the Trans-Siberian Railway.
The Omsk College of Railway Transport has traditionally been the educational foundation of the industry, forming the production base of enterprises consisting of real professionals.
Understanding the importance of the task of staffing for the effective operation of transport, the staff of the college strives to meet the spirit and requirements of the time, creatively solve problems arising during the reform of the industry.
In 2025, the Tikhoretsk Railway Transport Technical School — a branch of the Rostov State Transport University (TTZhT — branch of RSTU), celebrates its 95th anniversary. Founded in 1930 during a period of rapid industrialization, the school has played a key role in training skilled personnel for the railway industry. Its history includes evacuation during the Great Patriotic War, post-war recovery, and steady development over the decades.
This article outlines the key stages of the institution’s growth and modernization. It highlights the transformation of educational programs — from training specialists in steam locomotive and wagon maintenance to offering 11 modern and in-demand qualifications. The development of infrastructure is emphasized, including four academic buildings, a railway training ground, laboratories, dormitories, and a sports complex with a swimming pool and gym facilities.
Particular attention is given to the school’s strong collaboration with enterprises of the North Caucasus Railway. More than 90% of graduates in railway-related fields find employment in their specialties. The school actively participates in national educational initiatives, competitions, and scientific-practical conferences. Its students and faculty members consistently win awards in professional contests.
Over 26,000 students have graduated from secondary vocational programs, and more than 30,000 have completed additional professional training. Today, TTZhT remains a leader in Russian railway education, preserving its traditions while confidently moving toward the future.
In 2025, the Medical College of Railway Transport of the Irkutsk State Transport University celebrates its 90th anniversary. The history of the creation and development of the educational institution is considered, from the opening of the paramedic-midwifery school in 1935 to one of the leading secondary vocational educational institutions of the Irkutsk region. Over 90 years, the college has graduated more than 9,000 medical specialists: medical brothers and sisters, paramedics, dental technicians and preventive hygienists. Many of them have achieved great success in their professional activities.
For several years, the college has held leading positions in the rating of medical colleges subordinate to the Federal Agency for Railway Transport.
The main goal of the College is to prepare competitive, qualified specialists with secondary medical education who will be able to work in hospitals and in practical healthcare. The training is conducted taking into account the requests of employers. Modern technologies and teaching methods are used so that students can easily study and gain the necessary knowledge. The college has created conditions not only for obtaining professional knowledge and skills, but also for developing students’ personal qualities, their civic position and correct understanding of professional ethics. Educational work plays a key role in training future medical workers.
