TRENDS OF MODERN EDUCATION DEVELOPMENT
The future of secondary vocational education is uncertain. As part of the development of regional training systems, models are being reviewed in which the training of workers is carried out at enterprises, and the training of middle-level specialists is carried out at universities. In these conditions, it is especially important to integrate colleges into the industrial ecosystem of the region, to develop the base of professional training for adults.
Scientific, pedagogical and methodological works are analyzed, on the basis of the analysis, generalization and systematization of results, periodization of information is carried out.
The main stages of development of secondary vocational education presented. Each stage has its own periodization. The time frame of the stages depends on the changes taking place in the socio-economic and political spheres, which is reflected in the education system. The stages are characterized and described: the reasons are identified; new elements, objects and subjects of educational relations have been identified; new concepts are presented. The description of the stages allows you to trace the trends and identify the dynamics in the development of secondary vocational education. Differentiation of secondary education is the most likely scenario for the development of secondary vocational education for the next decade.
It was revealed that a strategically important task for the next decade is to provide of secondary vocational education system with management mechanisms that allow timely and adequate response to changes in external conditions both in the labor market and in the field of technology.
The implementation of the national program “Digital Economy of the Russian Federation”, the use of distance technologies in the educational process require teachers to have digital competencies. At the moment in the Russian Federation, there are no formulations of digital competencies of a teacher. Although different models of digital competencies and skills have been created, they are rather complementary to each other. An organization can integrate a ready-made model, but it may not fully meet all the characteristics of the organization, its architecture and internal structure. In Russia, in the field of education, the formulation of digital competencies is spontaneous. In Russian science, digital competence refers to the use of digital technologies in professional activities, training, and social communications. Digital competencies are skills for effectively solving problems of a professional, social, personal nature using various types of information and communication technologies.
Using the Delphi peer review method, the authors developed the teachers digital competencies and their indicators. The value of the results obtained lies in the fact that when conducting competitive procedures for filling vacant teacher positions, it is possible to assess the level of formation of digital competencies.
Discusses the trends and directions of modernization of the education system in the process of reforming technical education, while implementing training programs for mid-level specialists. Insufficient training of future students in the exact sciences creates difficulties in mastering interdisciplinary courses, and does not allow demonstrating a high level of development of professional modules. This fact especially affects the areas of training, where the exact sciences form the basis of technical disciplines. Modernization of educational processes should contribute to solving the problem of students’ different preparedness for the study of new knowledge and the acquisition of practical skills. A variety of forms and teaching methods used in the implementation of educational programs at various levels, changes in the requirements of regulatory documents related to changes in the structure of secondary vocational education management pose difficult tasks for teachers to find effective ways for future specialists to develop independent thinking based on fundamental professional training and practical skills solve a variety of tasks.

ORGANIZATION OF PROFESSIONAL EDUCATION AND PERSONNEL DEVELOPMENT FOR TRANSPORT
The training of highly qualified specialists for the railway industry is impossible without the application of a new strategy for the development of the educational process. It should include new forms and methods based on the advanced achievements of science and technology. Comprehensive work on introducing modern interactive simulators into the educational process becomes necessary and appropriate. They imitate the operation of real mechanisms, systems and equipment. Of particular relevance is the simulation of production processes. This is one of the effective methods that helps to acquire scientific knowledge, help to work out and simulate a training or production situation. As an example, we consider a model for the organization of the educational process for college students, based on the basis of system-activity and competency-based approaches. These approaches are aimed at the active use of imitation modeling in the educational process.
Experience shows that such educational activities contribute to the better assimilation of academic knowledge through their systematization, algorithmization and elaboration at different levels, taking into account intersubject communications. Such work complements knowledge with good skills. It makes them more durable due to active practical training and immersion in the subject. Such work brings students closer to real working conditions, and therefore forms students’ qualities and competencies inherent in a competitive specialist in the railway industry.
The COVID-19 coronavirus Pandemic has affected existing education systems around the world. In connection with the transition to distance education, it is important to assess the main opportunities, prospects and problems. Describes the current trend in creating a digital educational environment. The introduction of the latest information technologies helps to manage a number of disadvantages of the traditional way of learning. Disadvantages and difficulties in online learning and information (distance) educational technologies are also considered, as well as their positive aspects.
The main task is to identify this form of education as a means of obtaining quality education in the field of additional professional education, to assist in solving the problems of teachers of secondary vocational education that arise in the process of transition to training using information (distance) educational technologies.
The current directions and topics of advanced training courses are offered, implemented using the Moodle e-learning system, used on the basis of the Educational and instructional center for railway transportation. Also represented are organizations that cooperate with the Federal state educational institution Educational and instructional center for railway transportation in the process of preparing new training programs and electronic educational content. New programs are being developed and new directions for further professional education are being considered.
DIGITALIZATION, INNOVATION AND MODELING OF THE DEVELOPMENT OF TRANSPORT SYSTEMS
The subject of the research is programming the problem of designing a port station and calculating its key parameters. The relevance of the research topic is related to the need to automate a complex of complex calculations that can be performed more quickly and accurately using a software product.

The software product for automating the calculation of technical and operational parameters of the port station is described.
The results of the calculation can be applied when constructing a continuous schedule for the operation of a transport hub, a diagram of daily wagon flows in the station. Using the program, you can determine the number and length of tracks for receiving, sending and sorting trains by station.
The software product can be useful both in the educational process of secondary and higher education, and in practical business when making business decisions on the organization of the work of both the port station and the transport hub as a whole.
LOGISTICS. TRANSPORT ECONOMICS. TRANSPORTATION PROCESS MANAGEMENT
The subject of the study is the study of the characteristics of cargo flows on the two largest types of main transport (sea and rail) in the world and in Russia. The relevance of the research topic is associated with the expansion of the functional capabilities of main transport, as well as with the complexity and lengthening of logistics supply chains in global commodity exchange, and the intensification of international trade.

Researched railway and sea transport modes are characterized, their operational indicators are analyzed, the scale of cargo flows in the world and in Russia is estimated, as well as a brief description of the performance indicators of main modes of transport and the role of railway transport in the Russian economy is described.
Russia has railway and marine types of main transport were studied. Taking into account the spatial and geographical location of our country, the importance and role of railway transport are manifested both in domestic transport and in international cross-border logistics, as well as in the organization of cargo transportation in the world’s commodity distribution networks. But along with this, there are huge areas in Russia where the railway network is very rare or absent. It is noted that the attractiveness and importance of rail transport for the carriage of goods due to such reasons as the orientation of the domestic economy on commodity exports (raw materials more profitable to haul trains) and underdevelopment of the road network.
The subject of the research is the analysis of approaches to determining the bandwidth of transport infrastructure facilities. The bandwidth is influenced by many factors, depending on the technical parameters of the infrastructure. Therefore, in order to obtain reliable data, indicators are taken into account that characterize the interaction of objects and infrastructure in various conditions.
Analytical, marketing, project methods were used; methods of modeling, logistics, visualization, lean manufacturing; materials of general access to the Internet resources of transportation companies and other participants in the transportation process.
A comparison of transport bandwidth is presented. It was revealed that the throughput capacity of devices is focused most of all on the volume of traffic in various spheres of industry and production. All calculation methods are reduced to determining the maximum number of objects that the infrastructure can pass in a unit of time in the considered road transport and weather and climatic conditions. It was found that the existing approaches to determining the bandwidth of transport infrastructure objects take into account many indicators and conditions of interaction between subjects and infrastructure objects in different models of behavior, show how effectively a certain element of the supply chain is functioning, and also identify bottlenecks that impede the smooth operation of the system.
The carriage of passengers takes a significant place in the activities of transport organizations. Ensuring high quality passenger transportation is one of the main tasks of railway transport, which directly depends on the technical equipment and technology of servicing passenger traffic at passenger stations.
The introduction of multimodal transport in passenger traffic can change the attitude to transport in general, it will allow: to pick up each passenger the optimal combination of modes of transport (price and quality); monitor the entire transport process and notify of further movements, to hold the carrier responsible for not fulfilling the stages of multimodal transportation. And the organization of the transport and transfer complex will optimize and streamline the process of passenger service.
The study was carried out on the example of the transport hub of the station N. Station allows to transfer passengers from rail transport (long and suburban) to all types of urban transport, as well as taxis and personal transport. However, there is practically no interaction with other types of transport at the regional and federal level in this hub. At some distance from station N is a bus station for several long-distance destinations. Territorial location, concentration of several modes of transport, accompanying infrastructure, as well as the potential of this station N allow to organize a prospective transport and transfer complex and attract additional passenger flow, which in the conditions of competition with personal vehicles is important. To do this, all the necessary elements of the multimodal node, necessary for the operation of the transport and transfer complex, are calculated.
The main directions of scientific and applied work carried out for the railways of Japan, the tasks facing the country’s railway transport, as well as the main guidelines of the new five-year plan for scientific research of the Scientific Research Railway Institute of Japan developed in Japan are investigated. Much attention is paid to digitalization as a key problem in the development of the country’s railways in the near and long term. The objects of digitalization on the railways of Japan are presented.
The main scientific research for the Japanese railways is carried out by the Research Institute of Railway Transport (RTRI), whose researchers are united in 17 departments and, in addition to deep theoretical research, have a powerful and developed experimental base consisting of four test centers. RTRI’s objectives are to intensify research and development work to improve rail safety, technology and operations, taking into account customer needs and social change; developing professional knowledge in all aspects of railways to meet the challenges faced by railways, using advanced scientific knowledge; mastering advanced technologies in relation to the needs of Japanese railways and reaching a leading position in the world.
The primary principles of RTRI research activities for the coming period are considered.
METHODS AND TECHNOLOGY OF TRANSPORT MANAGEMENT. TECHNOSPHERIC SECURITY IN TRANSPORT
Discussed issues that affect the reliability of various elements of the infrastructure of railway transport, such as the railway track, power supply devices, artificial structures, rolling stock, automation devices, telemechanics and communications. The main technical devices of railway transport are listed. The classification of failures in the operation of technical means of transport is given, depending on their category; classification of technical equipment, the failures of which are subject to obligatory accounting or to be accounted for in cases of their influence on the transportation process in accordance with regulatory documents in force in railways.
As a result of working with the initial data on failures that caused train delays, the main services involved in the occurrence of failures in the operation of technical equipment at the Northern Railway training ground were identified; also provides an analysis of failures in the operation of technical equipment in the regions of the Northern Railway. Classifier of the causes of failures in the operation of technical facilities by services and the causes of the occurrence on the Northern Railway, which most failures fall on, is formed; identified the main reasons for the failure of the relevant units of the railway transport. The dependence of the available bandwidth on the reliability coefficient is given.
The subject of the research is a digital data transmission format for improving the operation of automation and telemechanics equipment. The relevance of this topic in the light of the requirements of the complex scientific and technical project “ Digital railway “is associated with the need to reduce the costs of JSC” Russian Railways “ in operating activities. The article considers the effectiveness of the proposal to abandon the use of rail chains and all related equipment to reduce the inter-train interval and increase capacity, as well as to reduce the risk of injuries to employees of JSC “Russian Railways” working on the tracks.

It is proposed to create a digital environment for seamless transmission of locomotive signaling signals without rail chains and floor equipment according to the WiMax standard for online monitoring and diagnostics of infrastructure, “smart” rolling stock, reducing the cost of operating devices, reducing the inter-train interval and improving both labor safety and train movement, which will provide total control over the work of the dislocation of trains and teams working on the stretch, infrastructure for deserted technology of operation and driving trains, with an economic effect of at least 212 million rubles per year.
The proposal is effective for interval traffic control, improving the reliability and efficiency of devices, fencing work sites, seamless and digital data transmission, and train driving. Calculations have established that the implementation of the proposal will ensure high safety of train traffic and personnel work on the tracks, reduce the cost of maintaining the equipment of rail chains, as well as in General – to implement the format of unpopulated technology of railway transport.
The subject of the study is the technical and environmental calculation of key parameters for equipping a contrailer terminal. The relevance of the work is related to the practical need to improve the organization of working conditions for employees of the terminal and warehouse facility as a complex technosphere object, as well as to ensure the rational operation of loading and unloading equipment. These aspects are crucial for the subsequent design of the terminal in terms of the number of full-time jobs and the required number of purchased/leased equipment, which determines the importance of management decisions at the initial, pre-project stage. There are two blocks of calculation — environmental and technical, the results of which can later be used in the preparation of an estimate and financial plan for the design of a complex technosphere object-a cargo (contrailer) terminal.

The calculation of the number of loading and unloading machines of the Kalmar type of the TR618i series was performed, as well as the necessary number of luminaires with fluorescent lamps to create a given standard illumination, and their location in the working area of the terminal’s operating space was determined.

The calculation of workplace illumination as a condition for ensuring technosphere safety and ergonomics requirements was also performed. It is noted that the performed environmental and technical calculations may be complicated by nested assessment and design methods aimed at assessing the current state of the terminal and the prospects for its further development/modernization.
TRANSPORT HISTORY
Ryazan Railway Training School (now — Ryazan branch of Emperor Alexander I ST. Petersburg State Transport University) is celebrating the centenary (100th anniversary). Its history includes an enormous amount of significant and minor facts, meaningful events. They have defined and influenced its development. There are copies of archival documents in the museum of the Ryazan branch PGURS. These copies of archival documents show the details of the establishment of the Ryazan Railway Training School.
Branch workers and graduates have done a great job to systematize the data from the city archives and the museum fund during the anniversary preparation.

The creation, formation and activities of the Inter-Regional Public Organization the "Railroad Amateurs’ Society" (VOLZD) are considered. The Society has become a notable unit for the preservation and promotion of the historical heritage of our country's railways. At the conference dedicated to the 30th anniversary of the VOLZD, the great role of the Company was noted, congratulations were made by the head of the JSC "Russian Railways" O.V. Belozerov and the chief engineer of the company S.A. Kobzev.
The main goals and objectives of VOLZD are shown: preservation and promotion of the historical heritage of railway transport, creation of a positive image of railways in the eyes of the general public, satisfaction of cognitive interest in the railway, education and vocational guidance, development of railway modeling, reference and information activities.
The algorithm of the Society's work is presented. It was noted that VOLZD is an active partner of Russian Railways in the field of popularization of the past and present of the industry, propagandizes the historical activities of Russian Railways in Russia and abroad. The Society advises the company, its branches, and other organizations in the field of the history of railways (while maintaining retro technology, preparing mass events and orders in the field of the history of railways, filming, etc.).
SECONDARY VOCATIONAL EDUCATION: EVENTS, OPINIONS, MESSAGES
A promising way of applying experimental legal regimes in the field of digital technologies to improve the practice of providing public services in the field of ensuring transport security in railway transport is considered. An overview of the work carried out in federal government bodies related to the preparation for the transition to the provision of public services for the approval of the results of vulnerability assessment, transport security plans, certification of transport security forces in electronic form using modern information technologies is presented. The state needs to ensure the regulation of public relations, for which the possibility of interaction between subjects in digital form or using digital technologies is provided. In particular, the necessary legal basis should be created for the provision of public services in electronic form.
The most relevant areas of possible application of experimental modes that can improve the quality of public services provided are given. After the transformation of individual administrative processes in the system of agency, relevant proposals for the formation of experimental regimes for the provision of public services for the approval of vulnerability assessments and transport security plans, as well as on the certification of transport security forces can be prepared in the 4th quarter of 2020 – the 1st quarter of 2021.
The system of secondary vocational education (SVE) of the Petersburg State University of Railways of Emperor Alexander I (PGUPS) is considered. Approbation and implementation of a new one is the trend of the modern open source software system. The dynamics of change is forming a new order for a qualitative change in vocational training.
Despite many years of cooperation with the main customer — JSC Russian Railways, the branch network of PGUPS does not reduce the requirements for the quality of training of mid-level specialists, since a mutually beneficial partnership requires a prompt response to all changes in the industry, and is ensured by years of proven mutual trust, mutual assistance and mutual responsibility for the professional competence of the industry’s workforce.
Today regional, national and world championships are held under the auspices of WorldSkills Russia. The development of training standards that meet international standards and the needs of new high-tech industries is in the sphere of interests of employers and the teaching community. Teachers and masters of industrial training actively participate in competitions and olympiads of professional skill, replicate their experience, conducting open lessons and master classes. The teaching community of VET is taking on new challenges of large-scale reforms in the industry and education. Being in the center of public attention, the branch network of PGUPS is ready to work with conditions as close as possible to high-tech real production.
REVIEW OF THE SCIENTIFIC PRESS. LATEST RELEASES OF PROFESSIONAL LITERATURE
A brief overview of the development of warehouses, logistics and distribution centers in Germany and other foreign countries at the present stage is presented. Some general development trends associated with the implementation of the concept of the fourth industrial revolution are identified. The implementation of these requirements provides for deep digitalization and intellectualization of production processes, control systems and applied technologies. A key role in the new conditions belongs to the design of logistics facilities using modern modeling and virtual reality capabilities. The analysis of the latest projects of warehouses with varying degrees of automation up to automatic warehouses was carried out. Examples of projects are given and the features of the adopted technical solutions are noted.
Recently, a number of new technologies and systems have been developed and implemented in warehouse logistics. Of particular interest are new technologies for picking orders in warehouses, because The requirements for this technology have changed significantly due to the intensive development of online electronic commerce. The number of orders is constantly growing, and the requirements for the duration of these operations are dictated downward. Robotization has recently taken an important place. Working in a pandemic with the requirements for the maximum possible reduction in the number of personnel has further increased the relevance and importance of using robots, in particular, collaborative ones, i.e. working together with the person. Considerable attention is paid to the use in industrial logistics of floor transport with vehicles that work without drivers.
