TRENDS OF MODERN EDUCATION DEVELOPMENT
The development of requirements for the content of education is due to the dynamics of the factors of the external environment, and, fi rst of all, the trends of economic development. The essence of the requirements lies in the closest approximation of the content of educational programs, regulated by federal educational standards, to the content of the practical activities of graduates, determined by professional standards.
The conducted research is aimed at analyzing the methodological base for linking professional standards and federal state standards at the level of formation of competencies and indicators. A systematic approach to evaluating the model of educational activity made it possible to assess the change in the nature of the interaction between the requirements of the labor market and the ways to meet them within the framework of the content and main aspects of the quality of educational programs. The features of the implementation of relations between communities of employers in the process of forming professional standards and their translation into methods of evaluation tools, which are an integral part of professional educational programs, are presented.
The article formulates the main results of the study, namely, the methodological problems of the quality of education and the direction of the scientifi c, methodological and organizational and methodological activities of educational organizations in the community with employers and regional bodies that coordinate the requirements for graduates.
Today, personnel training for the needs of the Russian Federation economy is carried out not only in organizations that are part of the higher education system of the Ministry of Education and Science of Russia, but also in other industries’ educational organizations.
Within the implementation of the Concept of personnel training for the transport complex of Russia, approved by the Government of the Russian Federation Decree of February 6, 2021 No. 255-r, the main role in providing industry with personnel for diff erent types of transport is played by educational organizations within the jurisdiction of the Ministry of Transport of the Russian Federation and federal transport agencies. This requires an assessment of the characteristics of the state of the vocational education system, as well as the special study on Universities condition to implement the areas of training indicated in the Concept. This includes an assessment of the state, capabilities and resources of the network of educational organizations of the transport complex.
Not only the general characteristics of the transport education system are presented in the article, but also the capacity and structure of personnel training for the transport industry, as well as the complications in the activities of universities and the diffi culties of transition to the implementation of the main points of the key strategic documents in transport industry.
The article is based on the results of research performed by the Department of the Development of Professional Education of the Russian University of Transport, and is intended for administrative and managerial personnel responsible for regulating the issues of education in educational institutions of higher and secondary vocational education, personnel services of enterprises and HR companies, as well as business representatives, researchers, students and postgraduate students.
ORGANIZATION OF PROFESSIONAL EDUCATION AND PERSONNEL DEVELOPMENT FOR TRANSPORT
The organization of independent work of students in the process of studying professional modules in the specialty 23.02.01 “Organization of transportation and transport management (by type)” with the help of electronic training courses is considered. Educational institutions determine the forms and requirements for the organization and control of independent work of students in an educational organization.
These requirements are developed and approved in the form of regulations or guidelines for organizing independent work. Teachers of the Primorsky Institute of Railway Transport are actively using an automated distance education system using the LMS Moodle virtual environment. The platform provides a space for collaboration between teachers and students. In Moodle, various options are available for assessing student performance, the results of independent work, for example, learning new material, testing. Describes the use of course elements such as “Lecture”, “Assignment”, “Glossary”, “Seminar”, “Test”. The analysis of the features of independent work of students of Primorsky Institute of Railway Transport in the distance learning system, as well as methods of its control, was carried out.
A lot of work has been done at Primorsky Institute of Railway Transport to create electronic teaching aids widely used in the educational process and place them in the electronic educational environment of the institute. The main value of methodical electronic educational resources is the availability for students of all forms of education subscribed to this training course.
The relevance of the topic is due to the need to defi ne the concepts of “game pedagogy”, which is a means of developing a person’s personal potential with the help of game pedagogical technologies, as well as “soft-competence”, which means universal socio-psychological qualities that are not directly related to solving professional problems, but aff ecting success employee.
The experience of participation in the competition “Pedagogical vocation 2021”, organized by JSC “Russian Railways”, is presented. The competition was held by the Unicum-Skills company, which specializes in the introduction of gaming technologies, the development and implementation of games.
The theoretical foundations of training a teacher of a new formation — a game teacher, who is able to solve professional problems and has a formed culture of refl ection and design, who has “fl exible” skills and transfers them to students, are considered.
The issue of pedagogical activity and the search for a universal teaching technology that can form an increase in motivation for learning, modern needs for creative thinking are considered.
It is shown that participation in pedagogical skill competitions contributes to a positive change in the main indicators of the personality of teachers, as well as to an increase in the eff ectiveness of the educational process. The teacher is given an important role in the formation of future specialists as competitive workers and individuals, the teacher does not just implement the curriculum in the learning process, but is engaged in compiling educational content and updating it.
The task of Russian education today is the preparation of a highly qualifi ed specialist who is competent not only in the professional fi eld of activity, but also in related fi elds. He must also be an active, enterprising and independent person, ready for lifelong learning. This is important, since the success in the career of each person largely depends on his ability and desire for self-development and self-improvement.
The problems of the formation of the cognitive independence of the student at the present stage of the development of society are investigated, the necessity and relevance of cognitive independence for the student is substantiated. The defi nitions of the concepts of “cognitive independence”, “self-education” are presented. Motives, forms of formation of independence are described, possible results of the formation of cognitive independence are indicated.
The potential for self-education is considered as a leading and eff ective means of forming the cognitive readiness of a future specialist for professional activity. An attempt is made to name all the stages of the formation and development of the skill of the student’s cognitive independence.
The stages of formation of readiness for professional self-education, components of educational strategies of self-education are singled out. The most important component of social and emotional learning is self-regulation. Self-regulation is the ability to control attention, thoughts and emotions. The conclusion is made about the need to form this skill in modern realities.
TRANSPORT EDUCATION: PRACTICAL EXPERIENCE IN RUSSIA AND ABROAD
The demonstration exam has become a new type of certifi cation procedures that are included in the state fi nal certifi cation of secondary vocational education programs with the introduction of a new format of educational standards in the Russian Federation. Conducting certifi cation using the mechanism of a demonstration exam involves a variety of types of certifi cation, including: taking into account the experience of WorldSkills, in accordance with the requirements of professional standards, taking into account the requirements of corporate standards of employers.
In 2021, the Tikhoretsky Technical School of Railway Transport, a branch of the Rostov State University of Railways, gained experience in conducting state fi nal certifi cation in the specialty 38.02.01 Economics and Accounting (by industry) in the form of a demonstration exam according to WorldSkills standards in the competence R41 "Accounting". TTZHT is a branch of the RSUPS, one of the fi rst technical schools included in the structure of the FGBOU IN the RSUPS, which conducted the GIA in the form of a demonstration exam.
In the process of preparing for the demo exam, in accordance with the requirements of the set of evaluation documentation, an examination platform (CPDE) was prepared and accredited, an electronic certifi cate of the CPDE was obtained, representatives of enterprises were trained for experts. The expert group included certifi ed experts, specialists of the Federal Treasury Department for the Krasnodar Territory and the Department of State Statistics in the city of Tikhoretsk.
After the successful completion of the demonstration exam procedure, all participants received a Passport of Competencies.
Based on the experience of conducting GIA in the form of a demonstration exam, taking into account the advantages and disadvantages of the new form of GIA, the college continues to equip specialized sites for conducting a demonstration exam on the WorldSkills model in other specialties.
The implementation of new requirements of educational standards, the development of the expert community, the interaction of educational organizations brings changes to the system of secondary vocational education and sets the pace of its development.
Digital technologies are more present in our lives. Such concepts as blockchain, Big data, Internet of Things (IoT) 5G networks, artifi cial intelligence are already becoming commonplace. The educational process, which should be organized to solve key production problems, is no exception. The training of personnel for the transport industry is carried out taking into account the fact that in the near future every graduate of a transport educational institution should have digital competencies. In this regard, the features and nuances of teaching digital technologies are extremely important and relevant. The article discusses the methodology for teaching students of the popular IoT technology. The possibilities of the hardware and software complex “Industrial Internet of Things” (agro-industrial complex IoT), which has been used in the educational process of PGUPS since 2021, are considered. The questions are discussed how best to conduct IoT training, what practical skills students will acquire when working with elements of the IoT agro-industrial complex. There is no doubt that transformation in technical education should take place with the use of similar IoT agro-industrial complex. In the near future, it is precisely such educational laboratory stands that will allow organizing training in digital competencies at a high level, which is extremely necessary for the preparation of graduates adapted to modern production tasks.
LOGISTICS. TRANSPORT ECONOMICS. TRANSPORTATION PROCESS MANAGEMENT
In today’s world, competition between enterprises is characterized by competition between production value chains. The model of inventory management in terms of supply chain management allows you to combine the resources of enterprises and strengthen their cooperation with other industries. This model enables the rational use of stocks, accurately refl ecting demand and reducing their cost, increasing competitiveness, optimizing the overall structure of the production value chains, which is the key to ensuring the smooth transfer of information between the links of the supply chains. Such models and ideas of inventory management will be applied by an increasing number of enterprises.
The development of supply chains in general and the information subsystem in particular is analyzed. The characteristics of inventory management within the framework of the supply management system are considered. The weaknesses of the traditional management model at the current stage of digitalization of transportation are identifi ed, the strengths of the new management model are shown, which will signifi cantly reduce the cost of storing stocks within the supply chain and quickly respond to customer needs. The evolution of supply chains, the digitalization of production and transport processes create the conditions for organizing a single network information platform for the logistics chain. Thus, a phase of transition to network logistics will be implemented, which will increase the effi ciency of production value chains.
TRANSPORT INFRASTRUCTURE: ESTABLISHMENT, OPERATION AND DEVELOPMENT
St. Petersburg is a large, populous city. It needs a well-developed transport infrastructure. One of the main advantages of the tram is its uninterrupted operation in almost all-weather conditions.
Currently, the park of public transport in St. Petersburg is being updated, priority is given to environmentally friendly transport, the use of electric transport, gas motor fuel.
The question of the implementation of projects that would improve the ecological situation in the city is relevant. The tram has the largest carrying and throughput capacity among urban land transport and a signifi cant service life. It is an environmentally friendly type of ground urban passenger transport while ensuring a high level of passenger safety. The development of tram traffi c is analyzed.
The advantages of using this type of ground urban passenger transport are considered. The tram market in Russia has been studied and two options for updating the rolling stock have been proposed.
In order to study public opinion, a survey of more than a hundred students of the Emperor Alexander I St. Petersburg State Transport University was carried out.
A survey was conducted among residents of diff erent districts of the city, it was proposed to change some routes and add new routes within the existing tram lines.
The necessity of updating the rolling stock, contact network and traction substations is substantiated; isolation of tram lines; railroad upgrades; reforming the route network; creation of convenient infrastructure at bus stops. Options for implementing the development of tram traffi c are proposed.
METHODS AND TECHNOLOGY OF TRANSPORT MANAGEMENT. TECHNOSPHERIC SECURITY IN TRANSPORT
It provides a brief overview and analysis of the updated Transport Strategy of the Russian Federation until 2030 and for the period until 2035 with regard to roads and railways. The results of the development of these types of transport in accordance with the previous editions of the Strategy as of 2019-2020 are refl ected. It is noted that some targets of the previous version of the Strategy for railways and roads were exceeded. The problems and trends of transport development in our country and abroad at the present stage are described. The general directions of road and railway development are formulated. Special attention is paid to the innovation of Strategy-2035 — the Unifi ed Reference Transport Network and reference transport networks on the types of transport in question. The problems of the existing backbone networks of road and railway transport and the ways to solve them are described. First of all it concerns congestion of a number of directions and sections, as well as overdue repairs. The main objects of the Strategy in the transport and geographical aspect are given. Investments and technological risks are described in general. Being a fundamental document in its implications, the Transport Strategy of the Russian Federation 2021 will undoubtedly serve as a basis for the development and adoption of concretizing documents of a regional and sectoral nature, including in relation to the development of road and rail transport. Some new concepts introduced in the Strategy are given in the annex.
Particular attention on the railway must be paid to environmental protection and a rational approach to the use of natural resources.
In the modern world, new solutions are found to solve environmental and energy conservation issues, this is facilitated by large corporations and their fi nancing of projects. Technological modernization of old systems brings enterprises to a new level and allows them to be competitive in the international market. The construction of railway lines leads to an increase in fuel consumption, which increases the emissions of various elements into the atmosphere.
The creation of electric locomotives, the introduction of modern equipment, the modernization of diesel locomotives (contact-battery electric locomotive of the VL26 series) lead to a decrease in the level of atmospheric air pollution and makes it possible to reduce the maximum permissible concentrations of heavy elements in the environment.
The experience of using Russian Railways technologies for energy saving and reducing the level of environmental pollution was studied.
The forecasts for the use of a contact-battery electric locomotive of the VL26 series, designed to replace shunting diesel locomotives, which showed shortcomings and a loss of almost 70 % of the energy coming from the contact network, are presented.
The modernization of diesel locomotives is considered, which will make it possible to reduce the consumption of fuel, oil and increase the energy effi ciency of the drive with switched reluctance machines, and therefore reduce the level of environmental pollution. The use of electrical power transmission with switched reluctance machines reduces maintenance and repair costs due to the features of electrical machines and the converter.
A fairly large number of testing laboratories (centers) and certifi cation bodies are accredited in the Russian Federation. According to the Federal Service for Accreditation, there are 327 inspection bodies in the Russian Federation out of almost 9,000 accredited persons. The analysis showed that the number of inspection bodies is insuffi cient and is constantly increasing even in the conditions of the current volume of work performed and areas of activity.
Reducing the risk of accidents can be ensured by changing the requirements for periodic inspection by granting the appropriate status to accredited inspection bodies. Giving the right to assess the inspection bodies allows to strengthen the preventive function of improving the safety of structures and facilities.
The possibility of expanding the scope of activities of inspection bodies in a number of areas is substantiated. These proposals will enable authorities, specialists in the fi eld of technical regulation, and experts from inspection bodies to prepare on their basis further steps to expand the areas of work of inspections.
The experience of European countries shows that inspectorates can take on a wide range of tasks from the state, performing their assessments qualitatively and impartially on the basis of ISO/IEC 17020:2012. In the Russian Federation, there are also a large number of areas that can be submitted for professional assessment by inspection bodies.
TRANSPORT HISTORY
The study of such an important issue as history occupies a dominant place in our lives. Awareness and selfdetermination are made up of those historical facts that form the basis of any social phenomenon. It is for this reason that it is important to study and present the history of the university, using museum sources and historical literature.
Perm Institute of Railway Transport — a branch of the Ural State University of Railway Transport has come a long way from college to institute, from a two-story building to a student complex, consisting of two buildings and dormitories.
The fate of the institute echoes the events taking place in the country: strikes in the early 20th century, revolutions, the Civil War, World War II, the post-war years, the “dashing” 90s, the golden zero.
The teaching staff is changing, the technical base is expanding, specialties and forms of education are being transformed. But one thing remains unchanged — the training of highly qualifi ed employees for the needs of the railway. Throughout this time, close cooperation with the employer was carried out.
The Perm Institute of Railway Transport has a rich history, this year marks the 140th anniversary of the institute. Analysis and study of the past, summing up, identifying achievements contribute to building a course for the future.
REVIEW OF THE SCIENTIFIC PRESS. LATEST RELEASES OF PROFESSIONAL LITERATURE
Digitalization and automation determine the main trends in the development of logistics at the present stage. The same trends set the way for the improvement of handling equipment, as the basis for the development of logistics and mainly internal logistics. An important place in the implementation is occupied by fl oor vehicles, especially transport systems with fl oor carts operating without drivers. The innovative development of these systems is considered. The relevance of automating the determination of the dimensions and mass of cargo is noted, data are given on the systems in which these functions are implemented. The use of robots, including collaborative ones, in lifts, cranes and other types of equipment is described. Examples of the use of new technical means for IT-technologies are shown.
Innovations in handling and storage equipment abroad are determined by the requirements of digitalization and automation. This also provides for the introduction of some IT-technologies where automation is ineff ective due to the small amount of work or for reasons of economic effi ciency.
Automatic cranes, various types of lifts, automatic sorting systems, automatic systems and means for measuring the mass and size of goods, and other equipment have been widely used.
All these innovations create the conditions for dynamic, digitized, intelligent warehouse logistics and modern internal transport in industrial plants and warehouses.
Foreign innovative experience should be used in our country in the implementation of promising projects and programs in the fi eld of transport and logistics.
