TRENDS OF MODERN EDUCATION DEVELOPMENT
Attention to the issues of organizing educational work with students intensifi ed after the recognition by the President of the Russian Federation V.V. Putin education “federal function”. Legislative acts regulating the educational function, issues of documenting education in educational organizations that implement programs of secondary vocational education are considered. In accordance with the instruction of the Ministry of Education of the Russian Federation, mock-ups of the Exemplary Work Program of Education and the Exemplary Calendar Plan of Educational Work were developed. According to the requirements of the Federal Law of December 29, 2012 No. 273-FZ “On Education in the Russian Federation”, managers and teachers of educational organizations must create such conditions for the student so that, as part of the development of the chosen qualifi cation, he has the opportunity to show the best sides of character, join the corporate culture future place of work, record successes and achievements. The law provides that in the course of the implementation of academic disciplines in an activity form (including all types of practical training), each student will be off ered the opportunity to build a personal trajectory to achieve positive feelings and attitudes towards Russian civil (basic) norms and traditional spiritual and moral values, i.e. to form personal results (to follow the path of their achievement). The algorithm for the implementation of the working program of education is analyzed in detail.
One of the most important directions in the development of the system of secondary vocational education at the present stage is the need to constantly update the content and technologies of vocational education in accordance with current and future requirements for the qualifications of workers. Significant assistance in improving the quality of training of specialists can be provided by the development of international cooperation in the implementation of secondary vocational education programs. Establishing such cooperation will make it possible to take into account advanced foreign experience, increase the attractiveness of educational institutions of secondary vocational education among potential applicants, and bring programs of secondary vocational education to the international market of educational services.
To date, international cooperation has received the greatest development in the fi eld of higher education, master’s and postgraduate programs.
The experience of international cooperation of the Chelyabinsk Institute of Railways — a branch of the Ural State University of Railways is considered. Information is provided on the main areas of international cooperation, including the search for potential partners among foreign educational organizations, with the subsequent formalization of relationships within the framework of international cooperation agreements, as well as the experience of implementing events within the framework of signed agreements, including the organization of joint international events of educational, scientifi c and sports orientation, work to improve the professional competencies of the personnel potential of Chelyabinsk Institute of Railways — a branch of the Ural State University of Railways through the internships of teachers in educational institutions of the Republic of Kazakhstan.
Preparing young people for the future of work is one of the tasks of paramount importance. Based on the focus of modern education on the formation, in particular, of general competencies, the features of the interaction of the teacher with students in mastering the educational material are pointed out. The solution to the problem of the formation of general competencies of students from the standpoint of the effectiveness of this process is possible when the teacher uses methods for organizing the activities of students that meet certain requirements (criteria for enriching subjective experience).
A theoretical analysis of the scientific, pedagogical and methodological literature was carried out, a generalization was made and the systematization of the studied material was carried out, which made it possible to identify the conditions for the successful organization of students’ activities and indicators of the formation of general competencies of future specialists. In connection with the need to develop methodological support for the organization of students’ activities from the standpoint of developing general competencies, a procedure for improving the method of organizing students’ activities chosen for a specific learning situation is presented, which allows the teacher to model new techniques based on a specific goal. On the example of studying educational mathematical problems, it is shown how the procedure for improving the technique chosen by the teacher is carried out. The results obtained can be useful not only for teachers of mathematics, but also for teachers of other academic disciplines, as well as for creating a lecture course for the advanced training program for educators.
ORGANIZATION OF PROFESSIONAL EDUCATION AND PERSONNEL DEVELOPMENT FOR TRANSPORT
The intellectual and spiritual development of the student’s personality is a priority task of the modern educational process. The purpose of modern education is to create an environment in the classroom for children with different abilities, aimed at the realization of creative potential. At the same time, the value of the child’s personality is a determining factor. Currently, special attention is paid to pedagogical technologies, by implementing which the teacher does not offerready-made information to students, but organizes and coordinates the educational process, directing educational activities in the right direction, fully taking into account the individual abilities of students. That is why student-centered pedagogical technologies are of great importance in the modern educational process. This article analyzes the concept of pedagogical technology, gives its various definitions, analyzes the features of student-centered pedagogical technologies, considers such student-oriented pedagogical technologies as collaborative learning and multi-level learning. The teaching methods used by teachers in the framework of the implementation of these pedagogical technologies are presented. The application of personality-oriented technologies in the study of general professional disciplines of secondary vocational education, in particular, binary game lessons, technologies of multi-level education, is considered. Particular attention is paid to the methods of assessing the educational achievements of students.
TRANSPORT EDUCATION: PRACTICAL EXPERIENCE IN RUSSIA AND ABROAD
The work is devoted to the description of the relevance and practical significance of the transformation of the scientific and educational ecosystem of the branch university from traditional to fundamentally new formats in which the digital ecosystem of the university is integrated with the intellectual priorities of the development of the digital economy and the industry.
Materials from open sources on the Internet were used, as well as the program for the development of Emperor Alexander I St. Petersburg State Transport University (PGUPS) until 2030. The ecosystem, modular and project approach to the organization of the school of engineering entrepreneurship was used. In addition, the methodology of innovation management, engineering entrepreneurship and system analysis was used in the work.
The first experience of creating and developing an innovative educational model in a branch transport university the School of Engineering Entrepreneurship, created by the staff of the PGUPS is presented. The results of the first experience of the implementation of the stages of the the School of Engineering Entrepreneurship activities, including the concept of the appearance and architecture of the are characterized.
It can be assumed that further scaling of the unique experience of PSUPS as an industrial university will allow implementing advanced training of human capital with expanded scarce competencies and will form points of growth in the competitiveness of transport education for Industry 4.0.
This article discusses topical issues on the possibilities of distance education when conducting diploma design and subsequent diploma defense in technical schools and colleges. Definitions of such terms as distance education and distance educational technologies are given. The principles of structuring the material in distance learning, psychological features of contacts between teachers and students in the conditions of distance learning, the application of distance education technologies and distance learning models used today are also considered. The method of calculating the strategy by the teacher in the remote preparation of the diploma project for students is also considered. In addition, several models of distance learning are identified when considering the process of preparing a diploma project by students, namely: a consulting model, a “case technology” model, a model of regulated self-learning. The effectiveness of these models is revealed in the aspect of their application in distance learning at the stage of diploma design and diploma defense by students. Distance learning technologies are a good help in the work of the teaching staff of any educational institution, because they allow students to quickly and with a high degree of quality to provide all the necessary information in a form convenient for them, as well as to exercise effective control over its assimilation by the student.
LOGISTICS. TRANSPORT ECONOMICS. TRANSPORTATION PROCESS MANAGEMENT
Changes in the intensity of turnover and IT solutions aimed at prompt response in logistics are considered. Taking into account the studied force majeure circumstances that arose in the world economy in 2020, the patterns of functioning of warehouse and transport logistics and their prospects for the near future are determined. It has been established that the introduction of robotics and automation is a key tool in the struggle in a complex competitive environment. Based on the studied main advantages and disadvantages of some automated warehouse systems, the advantages of implementing robotization and automation tools in the work of a railway station dispatcher and in other areas of transport logistics are revealed. The stages of digitalization at Russian Railways and plans for the use of digital platforms both within the structure and in the external environment in the interests of other participants in the transport and logistics services market are analyzed. The results of the study carried out during the implementation of the Intertran pilot project on the use of software robots at Russian Railways, as well as the main areas in which they work are presented. The infl uence of digitalization processes on the formation of tariff policy in warehouse and transport logistics is shown.
DIGITALIZATION, INNOVATION AND MODELING OF THE DEVELOPMENT OF TRANSPORT SYSTEMS
An algorithm for space vector pulse width modulation (SVPWM) based on an artificial neural network is proposed.
In calculating the action time of the voltage vectors according to the traditional SVPWM algorithm, the values of the relative phase angle on the sectors are used as variables, which causes difficulties in their calculation.
To overcome these shortcomings, mathematical models have been compiled that determine the opening time of the power element by the absolute phase angle on the inverter converter. Since mathematical models have different types of calculation formulas for sectors and it is impossible to express them in an unambiguous formula, to eliminate these difficulties, a function was built using an artificial neural network, with which you can generally determine the opening time of a power element in phases A, B and C.
Regardless of the sectors, the SVPWM algorithm sets the opening time of the power element according to the phase angle θ on the inverter converter.
The generalized ability of the artificial neural network and its accuracy, as well as the simulation operation time in the MATLAB environment, were tested.
The proposed method makes it possible to achieve high speed control accuracy and significantly reduce the operation time.
When controlling the traction drive of an electric rolling stock with an asynchronous traction motor, it is possible to reduce the regulation period, as a result, the traction capacity of electric locomotives and metro electric trains with vector control or with direct torque control increases by about 1.1–1.2 times.
The main task of the transport system is the most complete satisfaction of the needs of business entities and the population in transportation, reducing the time of delivery of goods and transportation of passengers on the basis of a qualitative increase in the capacity of the entire transport system. This problem is solved with the help of computer technology and new information technologies in transport management systems. The most demanded is the database technology implemented in modern automated transport management information systems.
Given the exponential growth in the volume of databases used, strict time limits for real-time management decisions in transport management systems, the task of minimizing the time to execute information queries in the database is of particular relevance.
The execution time of information requests is influenced by the methods of physical storage of databases. To solve the problem of minimizing the execution time of information requests, it is necessary to determine the physical parameters that affect the efficiency of database processing.
An external memory simulation model is described for optimizing the physical parameters of database organization, based on the exchange procedures implemented in modern database management systems between external and operational memory upon information requests. As a key optimization parameter, a memory block reservation factor is substantiated, which allows minimizing the number of slow accesses to external memory.
The rationality and adequacy of the proposed model in the process of research is confirmed by the results of simulation modeling.
TRANSPORT INFRASTRUCTURE: ESTABLISHMENT, OPERATION AND DEVELOPMENT
The development of an ultrasonic fl aw detector receiving unit for rail monitoring includes theoretical and practical studies. Special attention is paid to the experimental determination of the characteristics of the ultrasonic piezoelectric sensor and the description of the receiving-amplifying path. A mock-up sample of an ultrasonic fl aw detector allows checking rails for defects and gives a tangible gain in dimensions compared to bulky analogues.
The theoretical methods used were based on the principles of electrical engineering, electronic engineering, graphical analysis and the theory of automatic control.
Experimental studies of the piezoelectric sensor allowed us to determine its main resonant frequency. The correct choice of parameters of the amplifier unit ensured accurate and reliable operation of the device. Practical tests of the fl aw detector using a special buffer sample of the rail made it possible to adjust its sensitivity
The input amplifier of the microvoltmeter V3-40 is taken as the basis of the receiving and amplifying path of the fl aw detector. The device includes the possibility of its use in conjunction with the converter. The structural diagram of the fl aw detector is presented. The electrical circuit of the input divider with the selection of the necessary resistances and the electrical circuit of the effective value meter with a description of all its elements are described.
Operating modes and electronic circuits are selected according to reference data, taking into account their high reliability of operation. The use of analog integrated circuits in the circuit solution made it possible to increase the reliability and accuracy of the fl aw detector device, simplify its adjustment, reduce zero drift and improve the quality of the output signal.
METHODS AND TECHNOLOGY OF TRANSPORT MANAGEMENT. TECHNOSPHERIC SECURITY IN TRANSPORT
Over the past two years, due to the spread of the epidemic and the restrictions imposed, state borders have been closed, restrictions on the movement of people and goods have been established, supply chains have been disrupted and, as a result, consumer demand and purchasing power have decreased. These events had a negative impact on the revenues of operator companies. Transportation of goods is carried out by different modes of transport. The choice of transport depends on many factors: the volume of cargo transported, the location of enterprises of producers and consumers, the degree of development of the transport infrastructure.
At present, the task of reducing the transport component in the price of goods and, accordingly, the costs of operating companies of railway rolling stock during the transportation of goods is becoming urgent. This can be achieved by outsourcing some of the work performed by rolling stock operating companies.
The conditions for the termination of work by the rolling stock operator are considered. A tool for analysis is presented, an assessment of the effectiveness of outsourcing is made. The use of outsourcing will allow railway rolling stock operators to reduce costs for non-core activities, to focus on those processes that directly bring profit.
TRANSPORT HISTORY
The article considers the first essay in Russian literature in which the image of the railway appears. We will talk about the comedy-vaudeville P.S. Fedorov “A Trip to Tsarskoye Selo by Rail” (1838). In the future, this image became one of the key in Russian culture at the turn of the 19th–20th centuries, writers such as L. Tolstoy, Nekrasov, Kuprin, Leskov and others addressed it, endowing it with diff erent meanings — from positive to sharply negative and all the more interesting to learn about the origins of its occurrence. The author of the article concludes that in Fedorov’s comedy, the railway is a locus that determines the plot of the play and the happy resolution of the conflict. In general, the railway is considered by the author of vaudeville as a miracle and a great achievement of progress, and almost every character in the play utters praise words to her. Attention is also paid to the figure of the author of the play, Pavel S. Fedorov, one of the largest playwrights and translators, who for 26 years led the repertoire of the St. Petersburg theaters, whose work was forgotten in the 21st century. The facts outlined in the article may be useful for interdisciplinary connections in the lessons of history and literature, as well as special disciplines for future railway workers.

SECONDARY VOCATIONAL EDUCATION: EVENTS, OPINIONS, MESSAGES
Training of demanded, competitive personnel is the main task of every educational organization. The training of future specialists should be focused on long-term employment relationships and the development of a professional career in railway transport. To achieve these goals, the structural subdivision of secondary vocational education of the Velikoluksky branch of PGUPS has developed and constantly operates the necessary legal framework related to the high-quality training of future railway workers.
This article discusses the basic principles of organizing career guidance events held not only in schools of the city, district, region, but also in nearby regions, CIS countries; practical training aimed at developing students’ professional skills and abilities at various stages of professional training; a system of employment of graduates, built on mutually beneficial partnerships with enterprises; educational activities aimed at the formation of active adaptation in the chosen field of activity; participation in professional skill competitions that increase the prestige of their specialty and thus also ensure the functioning of the employment system and partnerships with enterprises, and as a result — guaranteed employment, qualified performance of their duties and rapid career growth.
In 2022, the Moscow College of Transport of the Russian University of Transport celebrated its 150th anniversary.
The history of the educational institution is inextricably linked with the history of the state. The stages of creation and formation of one of the oldest educational institutions that train personnel for the transport industry are considered. Over the years of the college’s existence, its names and structure have changed, one generation has been replaced by another, there have been many victories and achievements. And always at the helm were strong, competent, aching soul for the work entrusted to them leaders. The quality of student training has been repeatedly confirmed by professional and public accreditation. The rich one and a half century history of the educational institution testifi es to the established traditions and colossal experience in training personnel for the transport industry.
College students are winners of national and regional WorldSkills championships, teachers are certified experts, developers of WorldSkills competencies. Since 2017, on the basis of the college, RUT university championships (MIIT) have been held annually according to WorldSkills standards, which bring together professionals from various regions of the Russian Federation at one site.
The educational process of the college is organized on a modern laboratory base, formed, among other things, within the framework of the program of interaction between Russian Railways and university complexes of railway transport.
