Abstract

In a volatile economy and globalism, the role of the industry university is being transformed into the competence to integrate new business components inherent in ecosystems. The specificity of the evolution of the ecosystem of a transport university in the context of the transformation of the business paradigm is considered. The object of research is the ecosystem of the university.
Methods of systems theory, theory of synergetics, systems analysis and synthesis were used. The materials of the official sites, the current data of the rankings of universities, as well as approaches to the creation of university ecosystems have been analyzed. The main properties and stages of development of the ecosystem of the transport university have been established.
The positioning of a modern higher education institution determines the shift of the development paradigm towards the formation of an ecosystem based on the knowledge economy. A transport university, like any third-generation university, has such attributes of a business model based on an ecosystem approach as: synergy and transparency of interaction, decentralization and self-organization. The concept of the university ecosystem is proposed as an innovative format for its development in the management of spatial, personnel, social and technological development of railway transport in Russia, in response to the challenges of the national economy.
The results of the study will contribute to the selection by Russian universities of the most effective business models of management in scientific and educational ecosystems, as well as the trajectories of staged development. A promising direction can be the study of the specifics of management in ecosystems not only of industrial universities, but also of network, federal higher educational institutions, as well as universities with a special research status.

Abstract

The purpose of the article is to assess the probability of transferring the cargo flow of the main cargo of Belarus from the Baltic ports to the railways of Russia and Russian ports in the Baltic. Using such theoretical methods of research as analysis, generalization, forecasting and hypothesizing, the main trends in the development of the railway network and Russian ports in the Baltic Sea, as well as factors affecting the likelihood of changes in the scheme of cargo flows of export cargo, are identified. Brief conclusions are made about the probability of changes in cargo traffic. In particular, it was found that such criteria as the price offered by Russian logistics companies and port operators for servicing significant volumes of Belarusian cargo, as well as the development of logistics chains, will have a significant impact on the decision of Belarus to abandon the services of Baltic ports. A study of the operational activities of the Baltic sea ports and the Lenin-grad Region suggests that they take place in a highly competitive environment and require constant work to diversify cargo flows, as well as investments to modernize the port and related railway infrastructure. The construction of the Ust-Luga railway junction has brought this junction to a leading position not only in Russia, but also in Europe. The Ust-Luga transport hub is capable of processing 20 types of cargo at 12 terminals, according to the level of technological equipment. It is assumed that when the port of Ust-Luga reaches its maximum capacity by 2024, the transit potential of Belarusian cargo will be fully provided.

Abstract

The transport of goods contributes to an increase in global greenhouse gas emissions. Despite the fact that its share is much less than that of industries, there is significant legislative pressure to reduce emissions from transport. A review and critical analysis of strategies to reduce or completely eliminate the negative impact of international logistics supply chains on the environment was carried out.
Comparative characteristics of transport modes are presented, taking into account their negative impact on the environment. An extended review of scientific and practical publications on the topic of “green supply chain management” was carried out in order to reduce the negative impact of cargo transportation on the environment. Strategic solutions have been identified and analyzed to reduce emissions associated with the transportation of goods. Highlighted strategies, the attitude towards which in society has changed for the worse.
The main method used is critical analysis. The subject of research is the area according to the passport of the scientific specialty 05.22.01 “Transport and transport-technological systems of the country, its regions and cities, organization of production in transport”, p. 6 “Protection of the environment from the polluting effects of transport”.
The scientific novelty of the research lies in the proposed theoretical foundations and the identification of operational “tools” for improving the environmental friendliness of supply chains in the form of combined strategies.
The relevance of the work is substantiated by environmental priorities in the state policy of the Russian Federation. In 2019, a large-scale national project “Ecology” was launched in our country, the main goal of which is to change the negative impact on the environment by 2030 and create comfortable living conditions for people in the country.
It has been found that the available modes of transport vary greatly in emissions, with slower modes of transport generally having fewer emissions than faster ones.
