TRENDS OF MODERN EDUCATION DEVELOPMENT

Abstract

The key results of the program of interaction between JSC “Russian Railways” and railway transport university complexes until 2025 include the following: approval of selection criteria and assessment procedures for candidates for targeted training from among applicants; assessment of competencies and tests of abilities according to the methods approved by JSC “Russian Railways” for all university graduates and students under contracts for targeted training of the company. To achieve these results, the task of designing a map of the development of Russian Railways corporate competencies at various levels of education is relevant.

Using the methods of system analysis of Russian Railways regulatory documents and Federal state educational standards, this article presents a model of educational programs succession by education levels in order to design educational trajectories in accordance with the request for Russian Railways corporate competencies.

The proposed model of developing Russian Railways corporate competencies in the context of lifelong learning will be useful for educational organizations in designing educational routes for students, forming criteria for competencies assessing at various education levels, adjusting the content of additional and basic educational programs in order to train highly qualified personnel for JSC “Russian Railways”.

Abstract

The classical procedure for conducting state final certification of students in critical conditions, such as a pandemic in 2020, is impossible without observing all measures to ensure the safety of participants in the procedure. Educational organizations faced legal, technical and organizational challenges when organizing the state final certification in June 2020. The implementation of basic educational programs both in the second academic semester of the academic year and during the final certification was carried out remotely through electronic technologies. The educational institutions were not ready for the situation, but in general they coped with it successfully. The purpose of the work is to study the experience of an educational organization in adapting to remote technologies in a pandemic.

The experience of organizing the educational process in the context of a pandemic, technical and technological training of teaching staff, ensuring the operation of an electronic information and educational environment, or ganizing preparatory stages and directly conducting the state final certification in the SamGUPS branch in Nizhny Novgorod according to secondary vocational education programs. Legal aspects, issues of technical organization of the procedure and related processes, modernization of workflow and work of the commission online are considered. The results of the work of the state examination commission in 2020 were summed up and recommendations for the use of this experience in the future were proposed.

Abstract

The purpose of the study is to identify problems in the legal regulation of the activities of the secondary vocational education system in the context of the COVID-19 pandemic and to formulate proposals for their leveling. The subject of study is individual institutions of educational legislation in the field of secondary vocational education, the implementation of which is directly related to the activities of educational organizations in the context of countering the spread of COVID-19.

The key issues of the use of e-learning and distance learning technologies, the provision of paid educational services in the changed conditions are considered; practical issues, as well as the positions on them of the federal executive authorities and judicial practice. The main problems associated with the legal regulation of the education system in a pandemic are presented.

Conclusions are made about the inadmissibility of giving assignments during the holidays to students; that the use of e-learning and distance learning technologies does not change the form of education, while maintaining the volume of compulsory classes of a teacher with students; on situations of application of these technologies, requiring free provision of students with the necessary equipment; on the need to change the content of the contract for the provision of paid educational services, as well as on the inadmissibility of increasing its cost.

Abstract

In modern conditions, there is a competitive struggle among educational institutions for applicants in the educational space. Success is achieved only by an educational institution that has its own brand, based on high-quality education and the demand for its graduates in the real sector of the economy. Can increase your competitiveness by improving the quality of the educational process. This is possible through regular improvement of the educational process, introduction of new pedagogical technologies, and improvement of teachers pedagogical skills.

The main directionsfor improving the quality of the educational process are work in the audience and work in the outside audience with students, as well as the activation of their scientific activities. It is possible to improve the quality of education by increasing the interest of students in the profession they are learning, so they will have internal motivation for better mastering the material and activating their educational and scientific activities. But to do this, the teacher must use modern pedagogical techniques and constantly develop himself. The article is written on the basis of the author’s own pedagogical experience. The article systematizes the directions of quality assessment, which can be used both for the organization of mechanisms for internal and external assessment of the quality of the educational process. Examples of experience in organizing the educational process are given.

Abstract

The modern system of secondary vocational education must meet the requirements of practice-orientedness, take into account the requirements of employers to the level of development of general and professional competencies of employees in specific specialties, taking into account the specifics of the type of professional activity. The core of the national qualifications system is represented by professional standards developed jointly with leading companies in the Russian national economy. Actual expectations and needs of employers are guidelines for them educational system of secondary vocational education in the process of modernizing educational standards and programs. Russian Railways, as a natural monopoly, takes an active part in the development of industry education and training for railway transport. The content of requirements for middle-level employees, who make up more than a quarter of the company’s staff, in specific areas of training is reflected in corporate standards.

A brief historical review confirms the conclusion about the practical orientation of secondary vocational education in the field of railway transport, the significant accumulated experience of industry vocational education, the active participation of the relevant department, and then Russian Railways, in its optimization. The growing demand of the company for middle-level employees, skilled workers and employees is matched by the growth in the number of graduates of secondary vocational education institutions.

The results of a comparative analysis of the content of the provisions of the Federal State Educational Standard of secondary vocational education and local acts of JSC Russian Railways related to the educational and professional training of technicians in the field of communication in railway transport are presented. The purpose of the study is to determine the similarities and differences in the requirements of corporate and educational standards for the composition and level of development of professional competencies among employees of this specialty. The findings will make it possible to identify ways to optimize the FSES of secondary vocational education in relation to the results of educational training, taking into account the expectations of the employer.

Abstract

In order to ensure safe conditions for the education and upbringing of students, guided by the orders of the Ministry of Education and Science of Russia and Roszheldor from March 17, 2020, the implementation of all educational programs of higher, secondary professional education, additional educational programs (programs for advanced training, professional retraining, etc.) implemented in the university complex, including the completion of intermediate and state final certificates by students, as well as the completion of educational, industrial (including pre-diploma) practices for relevant educational programs are provided using remote technologies — in the Blackboard electronic information and educational environment, which is one of the elements of digitalization of the university complex. To optimize the educational process, the university developed a set of measures to improve and systematize work in an electronic information and educational environment, one of which was the transition from a traditional paper student’s record-book to an electronic one that functionally fully corresponds to a paper analogue. The purpose of introducing an electronic student’s record-book is to improve the quality of the provision of educational services through the integration and automation of individual information on the results of training in electronic form. The results of the development of educational programs by students in the electronic information and educational environment are automatically displayed in the electronic student’s record-book, which is especially relevant in pandemic conditions. The entire university complex is ready to continue the implementation of all educational programs of both of higher, secondary professional education, in full exclusively in remote mode using the electronic information and educational environment of Blackboard University.

Questions of development of secondary vocational education are raised. Digital technologies of the future require training for new generation workers. Digital competencies are required to work on the digital railway. Examples of the use of virtual reality in the system of technical training at the enterprises of railway transport are given. The formation of professional competencies among students is effective in a virtual educational environment. Describes the experience of the virtual laboratory of traffic control in a railway college. Examples and options for using high-tech equipment for training mid-level specialists are given. The features of the educational process during distance learning in the information environment are revealed. The perspective of education in the development of mentality and the preservation of the culture of learning generations is explained. An example of the variability of meta-subject assignment techniques is shown. The methods of constructing learning situations for a design solution in virtual reality are listed. Virtual reality in vocational education is considered from the point of view of enhancing the cognitive interest of students, conducting a demonstration exam on principles Worldskills. Indicator indicators of the development of professional competencies in the system of continuing professional education are proposed. In a first approximation, the problematic issues of organizing distance learning during self-isolation during the coronavirus pandemic are listed. The function of education is substantiated to ensure a prosperous future for humanity.

Abstract

Currently, there is an increase in information for data mining in transport systems, the main reason is the increase in the number of heterogeneous sources. The relevance of the topic lies in the need to collect, process, aggregate, and model large volumes of unstructured information that cannot be effectively processed by traditional methods. With the increasing flow of vehicles, its diversity, there is a need to optimize the processes of transportation and logistics, increase the system safety of road traffic. The creation of an information knowledge base will help to solve a number of important problems, including: the efficiency of road use, reduction of toxic emissions, control and unloading of traffic flows, reduction in the number of accidents, and prompt notification of services.

The idea of developing a unified centralized traffic control system is described. To collect, store and process heterogeneous information, it is proposed to use a cloud infrastructure with split computation. For the purpose of high-quality processing and aggregation of heterogeneous information, it is recommended to investigate hidden dependencies in the data, build and analyze various aggregation options and interpret them in relation to specific tasks.

The system should connect all participants in ground traffic, collect dissimilar materials that can be obtained from their devices and a variety of sensors, and also automate the management and decision-making in transport systems. Unstructured information must be correctly interpreted, categorized, and consistently labeled to identify implicit relationships between data.

The scientific novelty of the research consists in the formation of the functions of the system being developed, the description of the main aspects, requirements, interfaces, models and methods for aggregating heterogeneous data.

The results of the work can be used not only for analyzing big data in the field of transport, but also in other directions when solving problems of processing heterogeneous information.

Abstract

The subject of the research is the study of the potential of piggyback transportation on the basis of the multimodal terminal and warehouse infrastructure of the Kaliningrad railway. The relevance of the topic is determined by the intensification of international trade, which requires simplification of receiving and dispatching and transfer operations in a complex logistics system for the delivery of goods and the use of intermodal transport modules to speed up the listed operations, and, as a result, reduce the delivery time of goods. One of the types of intermodal transport modules is a piggyback, which can be transported by both rail and road transport, and processed at specialized cargo terminals. As a rule, piggyback terminals are located in large transport hubs with significant volumes of transit traffic. The conditions of the Kaliningrad transport hub are considered as the basis for the formation of a transport and logistics framework for the development of piggyback transportation.

Methods used: analytical, design, evolutionary-functional, forecasting.

With the help of forecasting and analysis methods, the potential of the market for piggyback transportation on the Kaliningrad railway has been investigated, taking into account statistical data over the past few years.

The features of the Kaliningrad transport hub and the functioning of railway transport for servicing international transit using multimodal cargo delivery technologies are considered. The performance indicators of the Kaliningrad railway have been studied, and several alternative scenarios for the dynamics of transportation by means of contrailers have been predicted. A general assessment of the conditions of the Kaliningrad region for the prospective development of the volume of transportation of goods and cargo in foreign trade using piggyback.

Abstract

The relevance of the study is determined by the fact that today at the test site of the Northern Railway, client-oriented priorities are being actively implemented and measures are being taken to attract new customers to the network, which will increase the share of highly profitable cargo and loading volumes in general, as well as the volume of cargo operations at stations.

An attempt was made to propose a change in technology and increase the throughput on the Solombalka – Karpogory section from five to ten pairs of trains per day, based on an assessment of the prospective volumes of work associated with the development of stations in the region and the operating costs associated with their operation.

The current state of cargo and commercial operations in the Arkhangelsk region of the Northern Railway was considered, and the prospects for the development of cargo operations were identified.

The subject of research is loading stations. The object of the study is the Arkhangelsk territorial administration of the Northern Railway — a branch of JSC Russian Railways.

Methods of system analysis, observation method, statistical method, forecasting and predictive modeling are applied.

A feasibility study for changing technology and increasing throughput on the Arkhangelsk city – Karpogory section has been carried out. The economic efficiency of the proposal has been confirmed. The research carried out is the result of a two-year interaction with the Northern Railway. The research elements have already been introduced at the Northern Railway test site.

Abstract

The development of transport lexicography in retrospect, starting with the first transport technical dictionaries (railway and others), shown. An almost exhaustive list (55 titles) of the dictionaries that have been published so far that make up the transport lexicography with Russian as the main language or one of the languages included in the transport dictionaries given. The multilingual form of the first dictionaries noted, covering the languages of those countries where, by the time of the constitution of the railway network in Russia, railways had advanced development. The stage of updating transport technical dictionaries by the middle of the XX century considered. The characteristics of the current state in the field of foreign-language and Russian-language terminological transport dictionaries, including terminological dictionaries, as well as their new types, such as dictionaries of abbreviations, are given. The coverage of the transport lexicography of the main types of transport (except for pipeline transport) shown. The tendency of specialization of dictionaries in the field of one type of transport and the revival of multilingual dictionaries, including the use of ‘new’ languages for transport lexicography (Kazakh, Mongolian, Ukrainian), where Russian is not the state language after the collapse of the USSR, noted. Recommendations for the further development of transport lexicography, including the continuation and expansion of the practice of issuing highly specialized dictionaries along with universal transport dictionaries, as well as specialization of electronic dictionaries as a way to improve their quality and speed up work with them formulated.

Abstract

With the aim of reviving the traditions of mercy and providing assistance to practical health care, a volunteer movement “Volunteers-doctors” was created in 2013, which in 2016 received the official status of an All-Russian public organization.

The volunteer movement of students of the St. Petersburg Medical College — structural unit of Emperor Alexander I St. Petersburg State Transport University (PGUPS) is considered. The activity of medical volunteers is analyzed, their active participation in charitable actions and events is shown.

 The results of a survey of medical students to identify attitudes towards volunteering are given: what motivates volunteers in their desire to work for free; to what extent young people are informed about the activities of volunteer organizations and are they ready to volunteer themselves. The importance of the volunteer movement in the training of future specialists in the field of medicine is determined.

The practical significance of the study lies in the fact that it made it possible to identify potential volunteers wishing to engage in volunteer work among students studying at the medical college of PGUPS. In the course of the questionnaire survey, it became clear that students in general perceive volunteering positively, therefore it is necessary to develop systematic work with young people in this direction, primarily informational.
